Day 2: Risk Assessment and Materiality for Municipal Audits

Objectives:
• Define audit risk and its components (inherent, control, detection).
• Apply risk assessment procedures specific to municipalities.
• Determine materiality levels for municipal financial statements.
• Identify fraud risks and indicators in the municipal context.

• Understanding audit risk models.
• Risk assessment at the financial statement and assertion levels.
• Identifying municipal-specific risks: grant management, procurement, supply chain.

Day 3: Internal Control Evaluation and Compliance Auditing

Day 7: Audit Reporting and Communication

• Prepare audit reports in accordance with the Public Audit Act.
• Communicate audit findings to management and oversight bodies.
• Understand the audit opinion types and their implications.
• Manage the audit clearance process and management letter.

• Structure of a municipal audit report: opinion, basis for opinion, key audit matters.
• Types of audit opinions: unqualified, qualified, adverse, disclaimer.
• Emphasis of matter and other matter paragraphs.
• Management letter: findings, recommendations, action plans.
• Communication with audit committees and council.
• Reporting on predetermined objectives and compliance.

Day 8: Advanced Topics: IT Audits and Data Analytics

• Use computer-assisted audit techniques (CAATs).

• Cybersecurity risks specific to municipalities.

Day 9: Integration, Practical Case Study, and Assessment

• Complete a practical case study simulating a municipal audit.
• Present audit findings and recommendations.
• Reflect on ethical dilemmas and professional judgment.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
