Description

This course equips participants with the knowledge and skills to facilitate meaningful public participation and citizen involvement in local government processes. Learners will understand the legislative framework, communication strategies, and practical techniques to engage communities in decision-making, thereby strengthening democratic governance and service delivery.

Course Outline

Day 1: Understanding Public Participation and Local Government

Objectives:
• Define public participation and its importance in local government.
• Identify the legal and policy framework for public participation in South Africa.
• Describe the roles and responsibilities of stakeholders in local governance.
• Explain the principles of good governance and accountability.
• Recognize different levels and forms of public participation.

Topics:
• Introduction to public participation: concepts and benefits.
• Legal framework: Constitution, Municipal Structures Act, and related policies.
• Stakeholders: councillors, officials, communities, and civil society.
• Principles of good governance: transparency, accountability, responsiveness.
• Levels of participation: from information sharing to empowerment.
• Case studies of effective public participation.
• Challenges and barriers to participation.

Day 2: Mechanisms and Processes for Public Participation

Objectives:
• Identify various mechanisms for public participation in local government.
• Understand the integrated development planning (IDP) process and public involvement.
• Describe the role of ward committees and community meetings.
• Explain how to conduct effective public hearings and consultations.
• Analyze communication strategies for engaging diverse communities.

Topics:
• Mechanisms: IDP forums, ward committees, public meetings, petitions.
• The IDP process: phases and opportunities for input.
• Ward committees: composition, functions, and effectiveness.
• Public hearings: planning, facilitation, and documentation.
• Communication strategies: media, digital platforms, and outreach.
• Engaging marginalized groups: youth, women, persons with disabilities.
• Monitoring and evaluation of participation processes.

Day 3: Practical Application and Integration of Public Participation

Objectives:
• Develop a public participation plan for a local government project.
• Facilitate a mock public meeting using appropriate techniques.
• Evaluate the effectiveness of participation processes using feedback tools.
• Integrate public input into decision-making and reporting.
• Reflect on ethical considerations and continuous improvement.

Topics:
• Steps to design a public participation plan.
• Facilitation skills for inclusive meetings.
• Handling conflict and difficult participants.
• Tools for collecting and analyzing public input.
• Reporting back to communities: accountability mechanisms.
• Ethics in public participation: integrity, respect, confidentiality.
• Case study: successful integration of public input.
• Action planning for implementation.

Overview

Practical sessions allow learners to apply theoretical knowledge in simulated local government scenarios. Through role-plays, planning exercises, and feedback analysis, learners develop skills in facilitating participation, managing diverse stakeholders, and integrating public input into decision-making.

Practical Activities
  • Mock Ward Committee Meeting — Learners role-play as ward committee members, officials, and community representatives to discuss a local issue and practice facilitation, conflict resolution, and minute-taking. (4h)
  • Public Participation Plan Development — In groups, learners design a public participation plan for a hypothetical municipal project, including stakeholder mapping, communication strategies, and feedback mechanisms. (4h)
  • Public Input Analysis and Reporting — Learners analyze sample public input data from a simulated consultation, synthesize findings, and prepare a report with recommendations for council decision-making. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

All marks are recorded on the AATICD LMS and visible to each learner under their account.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).

  • If you scored under 50% you can sit the final test again at the next scheduled session at no extra cost.
