Course Outline

Day 1: Introduction to Service Provider Contracting and Capacity Building

Objectives:

• Identify key stakeholders and their roles in the contracting process.
• Define capacity building and its relevance to service delivery.
• Outline the legal and regulatory framework governing service provider agreements.

Day 2: Contracting Processes and Documentation

• Describe the procurement lifecycle for service providers.
• Develop clear and comprehensive scopes of work.
• Understand key contract clauses and their implications.
• Prepare and evaluate tender documentation.

• Procurement lifecycle: planning, solicitation, evaluation, award.

• Key contract clauses: performance, payment, termination.
• Tender documentation and evaluation criteria.
• Negotiation techniques for service agreements.

Day 3: Capacity Building Needs Assessment and Planning

Objectives:
• Conduct a capacity building needs assessment for service providers.
• Develop a capacity building plan aligned with organizational goals.
• Identify appropriate capacity building interventions.
• Monitor and evaluate capacity building outcomes.

• Needs assessment methodologies (surveys, interviews, gap analysis).

Day 4: Implementation and Performance Management

• Address non-performance and disputes effectively.
• Foster collaborative relationships with service providers.

Day 5: Evaluation, Improvement, and Integration

• Evaluate overall contracting and capacity building effectiveness.

• Integrate best practices into organizational processes.
• Develop a continuous improvement plan.

• Evaluation methods: audits, reviews, feedback loops.

Overview

Learners engage in hands-on activities to apply contracting and capacity building concepts. Practical sessions include drafting contract clauses, conducting a needs assessment simulation, and developing a capacity building plan.

Practical Activities
  • Drafting a Scope of Work — Learners draft a scope of work for a hypothetical service provider, incorporating key elements such as deliverables, timelines, and quality standards. (4h)
  • Capacity Building Needs Assessment Simulation — In groups, learners conduct a simulated needs assessment using provided data and role-play interviews to identify capacity gaps. (4h)
  • Developing a Capacity Building Plan — Learners create a detailed capacity building plan for a service provider, including interventions, resources, and evaluation methods. (4h)
  • Contract Performance Review Exercise — Learners analyze a sample contract performance report and propose corrective actions for underperformance. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
