This course equips participants with the knowledge and skills to advise stakeholders on the roles and functions of institutions participating in skills development within the South African context. It covers the legislative framework, key institutions such as SETAs, QCTO, and NSA, and their interrelationships in the national skills development system.

Course Outline

Day 1: Foundations of Skills Development in South Africa

Objectives:
• Understand the historical and legislative context of skills development in South Africa
• Identify key stakeholders in the national skills development system
• Explain the purpose and structure of the National Qualifications Framework (NQF)
• Describe the roles of the Quality Council for Trades and Occupations (QCTO) and Sector Education and Training Authorities (SETAs)

• Overview of the South African skills development landscape
• The Skills Development Act and Skills Development Levies Act
• The National Qualifications Framework (NQF): levels, credits, and articulation
• Role of the Department of Higher Education and Training (DHET)
• Introduction to SETAs: functions and responsibilities
• The Quality Council for Trades and Occupations (QCTO): mandate and scope
• Skills development planning at national and sectoral levels
• Key terminology: learnerships, apprenticeships, skills programmes

Day 2: Roles and Functions of Skills Development Institutions

Objectives:
• Differentiate between various skills development institutions and their mandates
• Analyse the functions of SETAs, including skills planning and quality assurance
• Describe the role of the National Skills Fund (NSF) in funding skills development
• Understand the advisory functions of skills development bodies

Day 3: Advisory Services and Stakeholder Engagement

• Identify challenges and solutions in skills development advisory roles

• Advising on learnerships, apprenticeships, and skills programmes
• Quality assurance advisory: supporting providers and assessors

Day 4: Policy Implementation and Compliance

Objectives:
• Interpret relevant legislation and policies affecting skills development institutions
• Ensure compliance with SETA and QCTO requirements
• Manage skills development funding and grant applications
• Implement quality assurance systems within institutions

• The Skills Development Act and its amendments: compliance requirements
• SETA grant regulations: mandatory, discretionary, and PIVOTAL grants
• QCTO policies: curriculum development and assessment
• SAQA policies: registration of qualifications and unit standards
• Employment Equity Act and Skills Development linkages
• Workplace Skills Plans (WSPs) and Annual Training Reports (ATRs)

Day 5: Strategic Advisory and Practical Application

• Synthesise knowledge to provide strategic advisory to skills development institutions
• Develop a comprehensive advisory plan for a simulated scenario
• Present advisory recommendations to stakeholders
• Reflect on ethical considerations and professional practice in advisory roles

• Strategic planning for skills development: aligning with national goals
• Developing and presenting advisory reports
• Scenario-based advisory exercises: problem-solving and decision-making
• Ethics and professionalism in skills development advisory
• Emerging trends: digital learning, green skills, and the Fourth Industrial Revolution

• Final assessment: advisory plan presentation

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
