This course equips participants with the knowledge and skills to provide expert advice to stakeholders on the management of skills development programmes. It covers the regulatory framework, strategic alignment, and best practices for effective implementation and evaluation. By the end, learners will be able to guide organisations in optimising their skills development initiatives.

Course Outline

Day 1: Foundations of Skills Development and Stakeholder Advisory

Objectives:
• Understand the purpose and scope of skills development in South Africa
• Identify key stakeholders in the skills development landscape
• Explain the role of a stakeholder advisor
• Outline the legislative framework (Skills Development Act, SDA, and Skills Development Levies Act)
• Describe the National Qualifications Framework (NQF) and its relevance

• Overview of skills development in South Africa
• Key stakeholders: SETAs, employers, employees, training providers, and government
• Introduction to the Skills Development Act and Skills Development Levies Act
• Understanding the NQF and its levels
• The role and responsibilities of a stakeholder advisor
• Ethical considerations in advisory roles

Day 2: Stakeholder Engagement and Communication Strategies

Objectives:
• Develop effective communication strategies for diverse stakeholders
• Apply techniques for stakeholder analysis and mapping
• Facilitate constructive stakeholder meetings
• Manage stakeholder expectations and conflicts
• Document stakeholder interactions professionally

• Stakeholder analysis and mapping tools
• Communication styles and cultural sensitivity
• Active listening and feedback techniques
• Facilitation skills for meetings and workshops
• Conflict resolution and negotiation basics
• Record-keeping and reporting requirements

Day 3: Skills Development Planning and Implementation

Objectives:
• Conduct a skills needs analysis
• Develop a Workplace Skills Plan (WSP)
• Understand the Annual Training Report (ATR) requirements
• Align training with organisational goals
• Evaluate training effectiveness

• Skills needs assessment methodologies
• Components of a Workplace Skills Plan
• Annual Training Report submission process
• Linking skills development to business strategy
• Monitoring and evaluation of training programmes
• Continuous improvement in skills development

Day 4: Compliance, Quality Assurance, and Advisory Best Practices

Objectives:
• Ensure compliance with SETA requirements and quality assurance bodies
• Apply quality assurance principles to training provision
• Guide stakeholders on learnerships, apprenticeships, and internships
• Advise on recognition of prior learning (RPL)
• Understand the role of SAQA and QCTO

Topics:
• SETA compliance and audit readiness
• Quality assurance frameworks (SAQA, QCTO, ETQA)
• Learnerships, apprenticeships, and internships: design and implementation
• Recognition of Prior Learning (RPL) processes
• Advisory best practices and case studies
• Handling non-compliance and remedial actions

Day 5: Strategic Advisory, Integration, and Capstone

Objectives:
• Develop strategic advisory recommendations
• Integrate skills development with broader HR and business strategies
• Present advisory reports to stakeholders
• Evaluate the impact of skills development initiatives
• Create an action plan for continuous advisory improvement

Topics:
• Strategic alignment of skills development with business goals
• Cost-benefit analysis of training interventions
• Reporting and presenting advisory findings
• Measuring return on investment (ROI) of skills development
• Developing an advisory toolkit
• Capstone exercise: stakeholder advisory simulation

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

All marks are recorded on the AATICD LMS and visible to each learner under their account.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).

  • If you scored under 50% you can sit the final test again at the next scheduled session at no extra cost.
