This course equips learners with the knowledge and skills to design and develop effective policies that promote gender equality and women's empowerment within South African organizations. Participants will explore legal frameworks, stakeholder engagement, and practical implementation strategies to foster inclusive workplaces.

Course Outline

Day 1: Foundations of Gender Equality and Policy Frameworks

Objectives:
• Understand key concepts: gender, sex, gender equality, gender equity, and intersectionality.
• Identify international and regional gender equality frameworks (CEDAW, SADC Protocol, SDGs).
• Analyse the South African legal and policy landscape (Constitution, Women's Empowerment and Gender Equality Bill).
• Recognise the role of gender mainstreaming in policy design.

• International frameworks: CEDAW, Beijing Platform, SDGs
• Regional frameworks: African Union, SADC Protocol on Gender and Development

Day 2: Gender Analysis Tools and Data Collection

Objectives:
• Apply gender analysis frameworks (Harvard Analytical Framework, Moser Framework).
• Conduct a gender-responsive stakeholder mapping.
• Use sex-disaggregated data for evidence-based policy.
• Identify gender gaps in existing policies.

Day 3: Designing Gender-Responsive Policies

Objectives:
• Outline steps in gender-responsive policy design.
• Formulate gender-sensitive goals, objectives, and indicators.
• Integrate gender considerations into policy formulation.
• Develop a gender-responsive policy logic model.

• Policy cycle and gender-responsive design
• Setting gender-equality goals and SMART objectives
• Developing gender-sensitive indicators
• Gender-responsive budgeting: principles and entry points
• Logic models with gender lens
• Consultation and participation of women's organisations

Day 4: Women's Empowerment: Concepts and Strategies

Objectives:
• Define women's empowerment and distinguish from gender equality.
• Analyse dimensions of empowerment: economic, social, political, psychological.
• Identify strategies for empowerment in policy and programmes.
• Evaluate empowerment outcomes using empowerment frameworks.

• Empowerment: definitions, dimensions, and debates
• Economic empowerment: entrepreneurship, employment, financial inclusion
• Social empowerment: education, health, social norms change
• Political empowerment: representation, leadership, participation
• Psychological empowerment: agency, self-efficacy, collective action

Day 5: Implementation, Monitoring, and Evaluation

Objectives:
• Design a gender-responsive implementation plan.
• Develop monitoring indicators and data collection tools.
• Conduct gender-responsive evaluation.
• Use findings to adapt policies.

• Implementation challenges: capacity, resources, political will
• Gender-responsive M&E frameworks
• Process, output, outcome, and impact indicators with gender lens
• Participatory monitoring and evaluation

Day 6: Advocacy, Communication, and Stakeholder Engagement

Objectives:
• Develop a gender equality advocacy strategy.
• Communicate policy messages effectively to diverse audiences.
• Engage with stakeholders including government, civil society, and private sector.
• Build coalitions and networks for policy influence.

• Advocacy cycle: issue identification, goals, targets, tactics
• Message framing: values, evidence, storytelling
• Communication channels: media, social media, campaigns
• Stakeholder mapping and engagement plans
• Building and sustaining coalitions
• Lobbying and negotiation skills

Day 7: Integration, Action Planning, and Course Review

Objectives:
• Synthesise learning into a comprehensive gender equality action plan.
• Present and receive feedback on action plans.
• Identify personal and organisational next steps.
• Evaluate course and reflect on learning journey.

Practicals

21 hours of practicals To be conducted online or on-campus or in-house
Overview

Practicals provide hands-on experience in applying gender analysis tools, designing policy components, and developing advocacy plans. Learners work in groups on real-world scenarios, enhancing their ability to translate theory into practice.

Practical Activities
  • Gender Analysis of a Sectoral Policy — Learners select a sectoral policy (e.g., agriculture, education) and conduct a gender analysis using the Harvard Analytical Framework, identifying gaps and recommending changes. (5h)
  • Designing a Gender-Responsive Policy Brief — Groups develop a policy brief on a selected gender issue, including problem statement, evidence, policy options, and gender-sensitive indicators. (5h)
  • Empowerment Strategy Mapping — Using a case study, learners map empowerment strategies across economic, social, political, and psychological dimensions, and design an intervention logic. (4h)
  • Advocacy Campaign Planning — Teams develop an advocacy campaign plan for a gender equality issue, including goals, target audiences, key messages, and tactics. (4h)
  • Action Plan Presentation and Feedback — Each learner presents their personal/organisational gender equality action plan, receives constructive feedback, and revises as needed. (3h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).

  • If you scored under 50% you can sit the final test again at the next scheduled session at no extra cost.
