Description

This course equips learners with the skills to systematically assess human rights and democracy practices within community settings. Participants will learn to gather, analyse, and report on data related to human rights and democratic governance, enabling them to contribute to community development and advocacy.

Target Audience

This course is designed for community development workers, NGO staff, local government officials, and anyone involved in monitoring or promoting human rights and democracy at the community level.

Prerequisites

None — open enrollment. However, learners should have a basic understanding of community development concepts.

Course Outline

Day 1: Introduction to Human Rights and Democracy

Objectives:
• Define human rights and democracy in the South African context.
• Understand the historical development of human rights in South Africa.
• Identify key international and regional human rights instruments.
• Explain the relationship between human rights and democratic governance.
• Recognise the importance of community participation in democracy.

• What are human rights? Universal Declaration of Human Rights.
• Democracy: principles and types.
• South African Constitution and Bill of Rights.
• Historical context: apartheid and transition to democracy.
• International and regional frameworks (African Charter on Human and Peoples' Rights).
• Role of civil society in promoting human rights.
• Overview of the unit standard and course outcomes.
• Introduction to assessment principles.

Day 2: Legal Frameworks and Institutions

Objectives:
• Describe the South African human rights legal framework.
• Identify key institutions protecting human rights.
• Explain the role of the South African Human Rights Commission (SAHRC).
• Understand the importance of the rule of law in democracy.
• Discuss access to justice and legal remedies.

• Constitutional provisions for human rights.
• South African Human Rights Commission: mandate and functions.
• Other Chapter 9 institutions: Public Protector, Commission for Gender Equality.
• Role of courts in human rights protection.
• Legal aid and access to justice.
• International human rights treaties ratified by South Africa.

Day 3: Community Profiling and Needs Assessment

Objectives:
• Conduct a community profile to understand demographics and dynamics.
• Identify human rights and democracy issues in communities.
• Use participatory methods for community engagement.
• Analyse power structures and decision-making processes.
• Recognise vulnerable groups and their specific needs.

• Elements of a community profile: demographics, infrastructure, services.
• Methods for data collection: surveys, interviews, focus groups.
• Participatory Rural Appraisal (PRA) techniques.
• Mapping community assets and challenges.
• Identifying vulnerable groups: women, children, persons with disabilities, LGBTQ+.

• Practical exercise: developing a community profile template.

Day 4: Assessing Human Rights Practices

Objectives:
• Develop indicators to assess human rights practices.
• Apply human rights-based approaches to assessment.
• Evaluate compliance with human rights standards.
• Identify barriers to human rights realisation.
• Document findings systematically.

• Human rights indicators: types and examples.
• Human rights-based approach: principles and application.
• Assessment tools: checklists, observation, document review.
• Evaluating government and private sector compliance.
• Barriers: discrimination, poverty, lack of awareness.

Day 5: Assessing Democratic Practices

• Understand indicators of democratic governance at community level.
• Assess electoral processes and political participation.
• Evaluate transparency, accountability, and participation.
• Identify challenges to democracy in communities.
• Use participatory tools for democratic assessment.

Day 6: Data Analysis and Interpretation

• Prioritising recommendations based on impact and feasibility.

Day 8: Advocacy and Community Engagement

• Develop advocacy strategies based on assessment findings.
• Engage with community members and stakeholders.

• Understand the role of advocacy in social change.

Day 9: Integration, Assessment, and Action Planning

• Integrate learning into a comprehensive assessment framework.
• Conduct a mock assessment exercise.

• Prepare for the formal assessment of competence.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
