Day 1: Introduction to Hostage and Suicide Negotiation

Day 2: Communication Skills for Negotiators

Objectives:
• Develop active listening techniques
• Apply verbal de-escalation strategies
• Use open-ended questions effectively
• Demonstrate empathy and rapport building

• Active listening: paraphrasing, reflecting, summarising
• Verbal de-escalation: tone, pacing, word choice
• Open-ended vs. closed questions
• Building rapport: empathy, validation, trust

Day 3: Crisis Intervention and Suicide Assessment

Objectives:
• Recognise warning signs of suicide
• Conduct a suicide risk assessment
• Apply crisis intervention models
• Understand the role of mental health professionals

Day 4: Negotiation Strategies and Tactics

Objectives:
• Use time as a negotiation tool
• Apply the Behavioral Change Stairway Model
• Implement problem-solving and conflict resolution techniques
• Manage demands and deadlines

Day 5: Hostage Situations – Dynamics and Management

Objectives:
• Understand the Stockholm syndrome and other hostage dynamics
• Apply negotiation phases in hostage incidents
• Coordinate with tactical teams
• Ensure safety of hostages

• Hostage dynamics: Stockholm syndrome, survival mechanisms
• Phases of hostage negotiation: assessment, containment, negotiation, resolution
• Liaison with tactical and command elements
• Hostage safety protocols
• Case studies of successful resolutions

Day 6: Special Populations and Cultural Considerations

Objectives:
• Adapt techniques for mentally ill individuals
• Address substance-induced crises
• Consider cultural and linguistic factors
• Manage juvenile and elderly subjects

• Negotiating with mentally ill subjects: psychosis, personality disorders
• Substance abuse and withdrawal crises
• Cultural sensitivity: language barriers, religious beliefs
• Juveniles and elderly: developmental considerations

Day 7: Team Dynamics and Command Structure

• Define roles within a negotiation team
• Establish a command post and communication protocols

• Coordinate with incident command

Day 8: Legal and Ethical Dimensions

• Navigate consent and confidentiality issues

• Use of force continuum and legal limits
• Ethical dilemmas: deception, manipulation, promises
• Documentation and evidence preservation
• Confidentiality vs. duty to warn

Day 9: Scenario-Based Integration and Final Assessment

Objectives:
• Integrate all skills in realistic scenarios
• Demonstrate effective negotiation under pressure
• Participate in debriefing and feedback
• Complete a written knowledge assessment

• Multi-phase simulated hostage and suicide incidents
• Role-play with actors and real-time feedback

Practicals

Overview

Practicals are essential to develop hands-on negotiation skills through realistic role-plays and simulations. Learners practice active listening, de-escalation, and decision-making in controlled scenarios, receiving immediate feedback to refine their techniques.

Practical Activities
  • Basic Communication Drills — Learners pair up to practice active listening, paraphrasing, and open-ended questioning in short crisis role-plays. (8h)
  • Suicide Intervention Simulation — Learners conduct a simulated suicide intervention with a role-player exhibiting suicidal behaviour, applying crisis assessment and de-escalation techniques. (8h)
  • Hostage Negotiation Scenario — Teams manage a simulated hostage-taking incident, including initial contact, demand management, and resolution coordination with tactical elements. (10h)
  • Complex Multi-Subject Crisis — Learners handle a complex scenario involving multiple subjects with diverse backgrounds (e.g., mental illness, substance abuse, cultural factors) requiring adaptive strategies. (10h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
