Learning Outcomes

• Demonstrate an understanding of the South African legislative framework for road traffic law enforcement, including the National Road Traffic Act and related regulations.
• Apply the principles of the Criminal Procedure Act in the context of traffic law enforcement.
• Analyze the roles and responsibilities of various enforcement agencies within the road traffic environment.
• Evaluate the impact of the Constitution of the Republic of South Africa on traffic law enforcement procedures.
• Implement proper procedures for issuing traffic fines and summons in accordance with legislative requirements.
• Demonstrate knowledge of the AARTO (Administrative Adjudication of Road Traffic Offences) Act and its application.

This course is designed for traffic law enforcement officers, traffic police trainees, and individuals involved in road safety management who need to demonstrate competence in the legislative framework for road traffic law enforcement.

Practicals

Overview

Practical sessions reinforce theoretical knowledge through simulated traffic stops, document inspection, sobriety testing, accident scene management, and roadblock operations. Learners apply legislation in controlled environments to develop procedural competence and confidence.

Practical Activities

• Traffic Stop Simulation — Learners conduct mock traffic stops, practice safe vehicle approach, driver interaction, and document verification using real-world scenarios. (6h)
• Sobriety Testing and Breathalyser Use — Learners practice field sobriety tests (walk-and-turn, one-leg stand) and use preliminary breath test devices on simulated subjects. (4h)
• Accident Scene Management — Learners respond to a simulated accident scene, secure the area, manage traffic, gather evidence, and complete accident report forms. (6h)
• Roadblock Operations — Learners plan and execute a mock roadblock, including vehicle selection, stop procedures, and coordination with team members. (4h)
• Integrated Enforcement Scenario — Learners participate in a comprehensive scenario combining traffic stops, sobriety testing, document checks, and accident response, demonstrating integrated skills. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.
