Description

This course equips maritime and offshore personnel with the skills to identify, assess, and manage potential threats and emergency conditions onboard vessels. Participants will learn to implement proactive measures, coordinate emergency responses, and ensure crew safety in compliance with international maritime regulations.

Course Outline

Day 1: Foundational Principles and Preparedness

Objectives:
• Explain the legal and regulatory framework for maritime security and emergency management.
• Identify common onboard threats, including piracy, terrorism, stowaways, and cyber threats.
• Describe the principles of threat assessment and risk management.
• Outline the components of an effective ship security plan and emergency response procedures.
• Demonstrate knowledge of personal safety equipment and emergency communication protocols.

Topics:
• Introduction to maritime security: ISPS Code, SOLAS, and national legislation
• Types of onboard threats: piracy, armed robbery, terrorism, stowaways, and cyber attacks
• Threat assessment and risk management methodologies
• Ship security plan (SSP) and security levels
• Emergency preparedness: muster lists, drills, and exercises
• Personal protective equipment (PPE) and survival craft
• Emergency communication systems: GMDSS, alarms, and reporting procedures
• Roles and responsibilities of crew and security personnel

Day 2: Response, Crisis Management, and Practical Application

Objectives:
• Apply decision-making processes during emergency situations.
• Execute security procedures for access control, search operations, and hostage situations.
• Coordinate emergency response teams using command and control structures.
• Manage fire, flooding, collision, and medical emergencies onboard.
• Conduct post-incident reporting and debriefing.

• Decision-making under stress: situational awareness and communication
• Access control and search procedures
• Response to piracy and armed robbery attacks
• Managing hostage situations and negotiations
• Firefighting and damage control
• Medical emergencies and evacuation procedures
• Command and control: incident command system (ICS) onboard
• Post-incident procedures: reporting, evidence preservation, and debriefing

Overview

Practical sessions allow learners to apply threat assessment and emergency response procedures in simulated onboard scenarios. Learners practice decision-making, communication, and coordination in realistic drills, reinforcing the theoretical knowledge gained.

Practical Activities
  • Threat Assessment and Security Drill — Learners conduct a threat assessment of a simulated vessel scenario, then execute a security drill (e.g., stowaway search or access control breach). (2h)
  • Emergency Response Simulation — Learners respond to a simulated emergency (e.g., fire in the engine room or medical casualty) using the incident command system and emergency procedures. (2h)
  • Piracy and Hostage Scenario — Learners participate in a simulated piracy attack and hostage situation, practicing non-resistance, communication, and post-incident reporting. (2h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
