Target Audience

This course is designed for entry-level and experienced surface mining operators, supervisors, and safety officers who need to enhance their operational skills and safety awareness in open-pit mining environments.

Prerequisites

None — open enrollment. However, learners must be medically fit and able to work in a mining environment.

Course Outline

Day 1: Introduction to Surface Mining and Legislative Framework

Objectives:
• Understand the scope and types of surface mining operations.
• Identify key legislation and regulations governing surface mining safety.
• Recognize the roles and responsibilities of personnel in surface mining.
• Explain the importance of safety management systems in mining.

Topics:
• Overview of surface mining methods (open-pit, strip, quarry).
• South African mining legislation: MHSA, Regulations, Codes of Practice.
• Employer and employee duties under the MHSA.
• Introduction to safety management systems and risk assessment.
• Basic hazard identification and classification.
• Emergency response plans and procedures.
• Housekeeping and safe work practices.
• Personal protective equipment (PPE) requirements.

Day 2: Risk Assessment and Hazard Control in Surface Mining

Objectives:
• Conduct basic risk assessments using recognized methodologies.
• Identify common hazards in surface mining (ground instability, mobile equipment, blasting).
• Apply hierarchy of controls to mitigate risks.
• Understand the role of permits to work and safe work procedures.

Topics:
• Risk assessment process: hazard identification, risk analysis, evaluation.
• Hazard identification techniques: checklists, JSA, HAZOP.
• Controlling ground instability: slope angles, benches, monitoring.
• Mobile equipment hazards: haul trucks, excavators, loaders.
• Blasting safety: storage, handling, initiation, exclusion zones.
• Permits to work: hot work, confined space, excavation.
• Safe work procedures and task-specific training.
• Incident reporting and investigation basics.

Day 3: Safe Operation of Surface Mining Equipment

Objectives:
• Describe pre-use inspection procedures for major mining equipment.
• Demonstrate safe operating practices for haul trucks and loaders.
• Understand traffic management and communication protocols.
• Identify common equipment-related hazards and preventive measures.

Topics:
• Pre-use inspections: daily checks, fluid levels, tires, brakes.
• Safe operation of haul trucks: loading, traveling, dumping.
• Safe operation of loaders and excavators: digging, swinging, loading.
• Traffic management: one-way roads, speed limits, signage.
• Communication protocols: radios, hand signals, spotters.
• Maintenance safety: lockout/tagout, isolation procedures.
• Fatigue management and operator fitness.
• Emergency procedures for equipment: fires, collisions, rollovers.

Day 4: Blasting, Explosives, and Ground Control

Objectives:
• Understand explosive classifications and storage requirements.
• Describe safe blasting procedures and blast area security.
• Identify ground control methods to prevent rock falls and slope failures.
• Apply monitoring techniques for slope stability.

Topics:
• Explosives: types, storage, transport, and handling regulations.
• Blasting plan: initiation systems, timing, blast design basics.
• Blast area security: warning signals, evacuation, clearance.
• Post-blast inspection: misfires, flyrock, damage assessment.
• Ground control: rock reinforcement, shotcrete, mesh.
• Slope stability monitoring: prisms, radar, visual inspections.
• Water management: dewatering, drainage, erosion control.
• Safe access to highwalls and benches.

Day 5: Emergency Preparedness, Health, and Environmental Management

Objectives:
• Develop emergency response plans for surface mining scenarios.
• Understand health hazards: dust, noise, vibration, and their controls.
• Apply environmental management principles: waste, water, rehabilitation.
• Integrate all course elements into a safety culture approach.

Topics:
• Emergency response plans: fires, explosions, medical, rescue.
• First aid and rescue equipment: stretchers, defibrillators.
• Health hazards: silica dust, noise, whole-body vibration.
• Control measures: ventilation, enclosures, hearing protection.
• Environmental management: waste disposal, spill response.
• Water management: sediment control, recycling.
• Rehabilitation: topsoil management, re-vegetation.
• Safety culture: leadership, communication, continuous improvement.

Practicals

Overview

The practicals are essential to develop hands-on competence in equipment inspection, safe operation, risk assessment, and emergency response. Learners will apply theory in simulated and real-world scenarios under supervision.

Practical Activities
  • Pre-use Inspection and Walk-around — Learners perform a pre-use inspection on a haul truck and an excavator, identifying defects and completing inspection checklists. (3h)
  • Risk Assessment and Safe Work Procedure Development — In groups, learners conduct a risk assessment for a typical surface mining task (e.g., loading a truck) and develop a safe work procedure. (4h)
  • Simulated Emergency Response Drill — Learners participate in a simulated emergency scenario (e.g., fire on a haul truck) and practice evacuation, communication, and first aid. (3h)
  • Blast Area Security and Post-Blast Inspection Simulation — Learners set up blast area warning signs, conduct a simulated evacuation, and perform a post-blast inspection for misfires and damage. (3h)
  • Slope Stability Monitoring and Ground Control — Learners use monitoring equipment (prism, radar simulator) to measure slope movement and install rock bolts in a training area. (3h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
