This course equips learners with the knowledge and skills to safely work to clearance from live high voltage overhead track equipment while performing maintenance work. Course Outline

Day 1: Introduction to High Voltage Overhead Track Equipment and Safety Fundamentals

Objectives:
• Understand the basic principles of high voltage overhead track equipment.
• Identify the main components and their functions.
• Recognize the hazards associated with live high voltage systems.
• Explain the importance of safety procedures and personal protective equipment (PPE).
• Comprehend the legal and regulatory framework for working on high voltage systems.

Topics:
• Overview of high voltage overhead track equipment.
• Key components: conductors, insulators, towers, and switchgear.
• Electrical principles: voltage, current, resistance, and safety distances.
• Hazard identification: arc flash, electric shock, and falls.
• Safety regulations: OHS Act, SANS 10219, and relevant standards.
• Introduction to PPE: insulated gloves, helmets, and voltage detectors.

Day 2: Clearance Procedures and Permit-to-Work Systems

Objectives:
• Understand the concept of ‘work to clearance’ and its importance.
• Describe the permit-to-work system and its components.
• Demonstrate the procedure for obtaining a clearance permit.
• Identify roles and responsibilities of the authorized person and the responsible person.
• Apply safety lockout/tagout procedures.

Topics:
• Definition and purpose of work to clearance.
• Permit-to-work system: types of permits, validity, and cancellation.
• Steps to obtain clearance: application, approval, and handover.
• Roles: authorized person, responsible person, and worker.
• Lockout/tagout procedures for overhead track equipment.
• Communication protocols and documentation requirements.

Day 3: Hazard Identification, Risk Assessment, and Control Measures

Objectives:
• Conduct a hazard identification and risk assessment (HIRA) for live high voltage work.
• Apply the hierarchy of controls to mitigate risks.
• Identify specific risks related to overhead track equipment.
• Develop safe work procedures for common maintenance tasks.
• Understand emergency response procedures for electrical incidents.

Topics:
• HIRA process: identifying hazards, assessing risks, and determining controls.
• Hierarchy of controls: elimination, substitution, engineering controls, administrative controls, PPE.
• Specific hazards: falling objects, weather conditions, and nearby live parts.
• Safe work procedures: isolation, earthing, and testing for dead.
• Emergency procedures: rescue from height, first aid for electric shock, and fire response.
• Case studies of incidents and lessons learned.

Day 4: Practical Application of Clearance and Isolation Procedures

Objectives:
• Demonstrate the correct use of voltage detectors and earthing equipment.
• Perform isolation and earthing of a simulated overhead track section.
• Verify the absence of voltage using approved methods.
• Apply safe access and egress procedures for the work area.
• Complete permit documentation accurately.

Topics:
• Hands-on practice with voltage detectors (contact and non-contact).
• Earthing and short-circuiting equipment: types and correct application.
• Step-by-step isolation procedure: switching, locking, tagging, and testing.
• Verification of dead conditions: visual inspection and testing.
• Safe access: ladders, platforms, and fall protection.
• Permit documentation: completing and signing permits, logs, and records.

Day 5: Maintenance Work Techniques and Safe Work Practices

Objectives:
• Perform typical maintenance tasks on overhead track equipment under clearance.
• Apply safe work practices for working at height and near live parts.
• Use appropriate tools and equipment for maintenance work.
• Implement housekeeping and environmental controls.
• Understand the process of returning equipment to service after maintenance.

Topics:
• Common maintenance tasks: insulator cleaning, hardware replacement, and vegetation control.
• Working at height: ladders, elevated platforms, and fall arrest systems.
• Tool safety: insulated tools, tool lanyards, and tool inventory.
• Housekeeping: debris removal, spill containment, and waste disposal.
• Returning to service: withdrawal of clearance, removal of earths, and testing.
• Communication with control room and team coordination.

Day 6: Assessment, Integration, and Course Review

Objectives:
• Demonstrate competence in all aspects of work to clearance and maintenance.
• Complete a simulated full cycle of clearance to maintenance to return to service.
• Integrate knowledge and skills from previous days.
• Pass the final assessment (written and practical).
• Review key concepts and address any gaps.

Topics:
• Simulated exercise: full work to clearance process from start to finish.
• Practical assessment: isolation, earthing, testing, maintenance, and de-isolation.
• Written assessment: multiple-choice and short-answer questions.
• Review of critical safety points and common errors.
• Feedback session and individual coaching.
• Course evaluation and certification information.

Practicals

No practicals for this training.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
