This course equips participants with the skills to manage and control documentation and records within the social housing sector. It focuses on compliance with regulatory requirements, efficient record-keeping systems, and the application of best practices in documentation management to support organizational accountability and service delivery.

Target Audience

This course is designed for housing officers, records clerks, administrators, and managers working in social housing institutions who are responsible for creating, maintaining, and controlling documentation and records.

Prerequisites

None — open enrollment. However, participants should have basic literacy and numeracy skills.

Course Outline

Day 1: Introduction to Social Housing Documentation and Records Management

Objectives:
• Understand the regulatory and legislative framework for social housing documentation.
• Identify key documents and records in the social housing sector.
• Differentiate between documentation management and records control.
• Recognise the importance of accurate record-keeping for compliance and audit purposes.

• Overview of social housing in South Africa.
• Legal and regulatory requirements (SHRA, Housing Act, etc.).
• Types of documents: tenant files, lease agreements, maintenance records.
• Records lifecycle: creation, use, maintenance, and disposal.
• Roles and responsibilities in documentation management.
• Consequences of poor records management.

Day 2: Document Creation, Classification, and Filing Systems

Objectives:
• Develop effective document naming and classification conventions.
• Implement filing systems for both physical and electronic records.
• Apply metadata standards for easy retrieval.
• Ensure consistency in document creation and version control.

Topics:
• Document creation standards and templates.
• Classification schemes for social housing records.
• Physical filing: folder structures, labelling, and storage.
• Electronic document management systems (EDMS) basics.
• Metadata and indexing for searchability.
• Version control and document tracking.
• Practical exercise: creating a filing structure.

Day 3: Records Control, Retention, and Disposal

Objectives:
• Apply records control procedures to ensure integrity and security.
• Develop retention schedules based on legal requirements.
• Implement secure disposal methods for obsolete records.
• Manage access controls and confidentiality.

• Records control: check-in/out, tracking, and audit trails.
• Retention schedules: legal, fiscal, and historical value.
• Disposal methods: shredding, deletion, and archiving.
• Security measures: passwords, encryption, and physical locks.
• Access control levels: who can view, edit, or delete.
• Handling sensitive tenant information (POPIA compliance).
• Practical exercise: creating a retention schedule.

Day 4: Audits, Compliance, and Quality Assurance

Objectives:
• Prepare for internal and external audits of documentation.
• Identify common non-compliance issues and corrective actions.
• Implement quality assurance checks for record accuracy.
• Develop policies for continuous improvement.

• Audit requirements for social housing entities.
• Preparing for audits: checklists and evidence.
• Common documentation errors and how to avoid them.
• Quality assurance: spot checks and reviews.
• Corrective action plans and root cause analysis.

Day 5: Integration, Technology, and Best Practices

• Apply best practices for long-term sustainability.
• Develop a personal action plan for implementation.

• Overview of EDMS and cloud-based solutions.
• Disaster recovery and business continuity for records.
• Best practices: standardisation, training, and culture.
• Change management for new procedures.
• Developing a documentation management policy.
• Action plan creation for your organisation.
• Course review and assessment.

Practicals

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

All marks are recorded on the AATICD LMS and visible to each learner under their account.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
