Description

This course equips learners with the competencies to supervise, inspect, and control the use of temporary suspended platforms (TSPs) in compliance with South African occupational health and safety regulations. Participants will gain the skills to ensure safe installation, operation, and dismantling of TSPs, thereby preventing workplace incidents and promoting a safety culture.

Learning Outcomes

  • Demonstrate understanding of legal and safety requirements for TSPs, including relevant OHS Act regulations and SANS standards.
  • Inspect TSP components, including suspension systems, platforms, and safety devices, to identify defects and ensure compliance.
  • Supervise the safe erection, use, and dismantling of TSPs, applying risk assessment and control measures.
  • Implement emergency rescue procedures and ensure workers are trained in safe TSP operation.
  • Evaluate the stability and load capacity of TSPs, including calculations for maximum safe load and counterweights.
  • Maintain accurate records of inspections, training, and maintenance activities for TSPs.

Target Audience

This course is designed for safety supervisors, construction managers, and inspectors responsible for overseeing work at height involving temporary suspended platforms. It is also suitable for health and safety representatives and any personnel involved in the management of TSP operations.

Course Outline

Day 1: Introduction to Temporary Suspended Platforms and Regulatory Framework

Objectives:
• Understand the definition, types, and components of temporary suspended platforms.
• Identify relevant legislation, standards, and codes of practice (e.g., OHS Act, SANS 10085).
• Recognize the roles and responsibilities of the supervisor and inspector.
• Describe the hazards associated with temporary suspended platforms.

• Overview of temporary suspended platforms and their applications.
• Key components: platforms, suspension ropes, hoists, anchorage systems, safety devices.
• Legal framework: OHS Act, Construction Regulations, SANS 10085.
• Duties of the competent person, supervisor, and inspector.
• Hazard identification: falls, mechanical failure, electrical risks, environmental factors.
• Introduction to risk assessment and method statements.

Day 2: Pre-Use Inspection and Maintenance Procedures

Objectives:
• Conduct a thorough pre-use inspection of temporary suspended platforms.
• Identify common defects and wear patterns in ropes, hoists, and platforms.
• Understand maintenance schedules and record-keeping requirements.
• Apply inspection checklists and documentation procedures.

Topics:
• Detailed inspection of suspension ropes: kinking, corrosion, broken wires.
• Hoist inspection: brakes, clutches, overload devices.
• Platform condition: structural integrity, guardrails, toe boards.
• Safety devices: emergency stop, secondary brakes, anti-tilt systems.

• Maintenance procedures and replacement criteria.

Day 3: Installation, Rigging, and Stability

Objectives:
• Understand installation procedures and rigging configurations.
• Evaluate anchorage points and structural support requirements.
• Assess platform stability and load calculations.
• Identify rigging errors and corrective actions.

• Types of anchorage systems: counterweights, through-bolts, dead loads.
• Rigging configurations: single-point, multi-point, suspended scaffolds.
• Load calculations: working load limit, safety factors, dynamic loading.
• Stability considerations: wind, movement, out-of-level conditions.
• Common installation errors and their consequences.
• Practical case studies of rigging failures.
• Review of manufacturer's instructions and site-specific plans.

Day 4: Operational Safety and Emergency Procedures

Objectives:
• Implement safe operational practices for temporary suspended platforms.
• Develop and practice emergency response plans.
• Conduct rescue drills and understand rescue equipment.
• Manage environmental and site-specific hazards.

Topics:
• Safe work practices: personnel training, communication, load limits.
• Emergency procedures: power failure, rope jam, platform tilt.
• Rescue planning: rescue equipment, descent devices, evacuation routes.
• Environmental hazards: lightning, wind, rain, proximity to power lines.
• Permit to work systems and site coordination.
• Practical simulation of emergency scenarios.

Day 5: Supervision, Auditing, and Practical Assessment

Objectives:
• Apply supervisory skills to oversee platform operations.
• Conduct audits and inspections of entire systems.
• Complete documentation and report findings.
• Demonstrate competence through practical assessment.

• Supervisory responsibilities: delegation, monitoring, enforcement.
• Auditing procedures: systematic inspection, non-conformance reporting.
• Documentation: inspection reports, maintenance logs, incident reports.
• Continuous improvement: corrective actions, training needs.
• Practical assessment: full system inspection and report writing.

Overview

Practical sessions are integral to this course, allowing learners to apply inspection techniques, rigging procedures, and emergency response skills in a controlled environment. These hands-on activities ensure competence in real-world supervision and inspection of temporary suspended platforms.

Practical Activities
  • Pre-Use Inspection of Suspended Platform — Learners perform a detailed pre-use inspection on a temporary suspended platform, using checklists to identify defects and record findings. (4h)
  • Rigging and Anchorage Evaluation — Learners evaluate rigging configurations and anchorage points, measuring loads and verifying stability. (4h)
  • Emergency Response Drill — Learners simulate emergency scenarios such as power failure or platform tilt, practicing rescue procedures and using descent devices. (4h)
  • Full System Audit and Report Writing — Learners conduct a comprehensive audit of a temporary suspended platform system, including documentation review and physical inspection, then produce a detailed report. (4h)
  • Practical Assessment: Supervisor Competency — Learners are assessed on their ability to supervise a platform operation, including pre-use inspection, crew briefing, and emergency response coordination. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
