Course Outline

Day 1: Foundations of Import Transaction Administration

Objectives:
• Understand the legal and regulatory framework governing imports into South Africa
• Identify key role players and documentation required for import transactions
• Explain the customs clearance process and tariff classification basics
• Recognise the importance of Incoterms and valuation methods
• Comprehend the role of the South African Revenue Service (SARS) in import administration

Topics:
• Overview of South African import legislation (Customs and Excise Act, International Trade Administration Act)
• Key stakeholders: SARS, ports authority, freight forwarders, clearing agents
• Essential import documents: commercial invoice, bill of lading, packing list, certificate of origin
• Basics of tariff classification (HS codes) and customs valuation
• Introduction to Incoterms 2020 and their application in import contracts
• Overview of import permits and licences (ITAC, DAFF)
• Compliance requirements: rules of origin, anti-dumping duties
• Record-keeping and audit trails for import transactions

Day 2: Procedures, Risk Management and Costing

Objectives:
• Execute step-by-step procedures for clearing imported goods through customs
• Calculate landed costs including duties, VAT, and other charges
• Apply risk management principles to avoid delays and penalties
• Understand customs bonds, guarantees, and deferred payment schemes
• Manage documentary credits and payment methods for imports

Topics:
• Detailed customs clearance workflow: submission, assessment, release
• Calculation of duties: ad valorem, specific, and compound rates
• VAT on imports: Section 16(2) and Section 17 of the VAT Act
• Landed cost model: freight, insurance, duties, handling, storage
• Customs bonds, guarantees, and the deferred payment scheme (DPS)
• Documentary credits (L/C) and other payment methods in import transactions
• Risk areas: misdeclaration, undervaluation, prohibited goods
• Dealing with customs audits and penalties

Day 3: Advanced Topics, System Integration and Practical Application

Objectives:
• Navigate special import regimes (bonded warehouses, rebates, free trade zones)
• Integrate import procedures with inventory and supply chain systems
• Conduct post-clearance checks and customs dispute resolution
• Apply knowledge to real-world scenarios and case studies
• Prepare for the unit standard assessment

Topics:
• Special customs regimes: rebate provisions, temporary imports, inward processing
• Bonded warehouses and free trade zones: procedures and benefits
• Electronic data interchange (EDI) and customs systems (e.g., SARS e-filing)
• Post-clearance verification and customs audits
• Customs dispute resolution: appeals, reviews, and alternative dispute resolution
• Integration of import procedures with ERP and supply chain management
• Case studies: end-to-end import transaction scenarios
• Review and assessment preparation

Practicals

Overview

Practicals form a critical component of this course, enabling learners to apply theoretical knowledge to realistic import scenarios. Through hands-on exercises, learners complete customs documentation, calculate duties and landed costs, and simulate the clearance process using sample data.

Practical Activities
  • Practical 1: Document Preparation and Verification — Learners receive a set of import documents (commercial invoice, packing list, bill of lading) and must verify completeness, check for discrepancies, and prepare a customs clearance checklist. (3h)
  • Practical 2: Duty and Landed Cost Calculation — Using a given product scenario, learners calculate customs duties, VAT, and total landed cost, applying correct valuation methods and exchange rates. (3h)
  • Practical 3: Customs Clearance Simulation — Learners simulate the electronic submission of a customs declaration (SAD500) using sample software or templates, followed by a mock customs release and payment process. (3h)
  • Practical 4: Case Study – End-to-End Import Transaction — Teams work on a comprehensive case study involving a complex import (e.g., regulated goods, special regime). They must plan, document, and present the entire import process from order to delivery. (3h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
