Course Outline

Day 1: Introduction to Rail Passenger Environment and Regulatory Framework

Objectives:
• Understand the scope and importance of passenger environment supervision in the rail sector.
• Identify key legislation and regulatory bodies governing rail operations in South Africa.
• Describe the roles and responsibilities of a passenger environment supervisor.
• Recognize the principles of customer service within the rail context.

• Overview of the South African rail industry and passenger environment.
• Relevant legislation: National Railway Safety Regulator Act, Occupational Health and Safety Act.
• SAQA unit standard 117742 outcomes and assessment criteria.
• Role of the supervisor: duties, authority, and accountability.
• Introduction to customer service expectations and complaint handling.
• Basic safety awareness in passenger areas.

Day 2: Safety and Security Management in Passenger Areas

Objectives:
• Identify common safety hazards in train stations and onboard.
• Apply emergency procedures for passenger incidents.
• Understand security protocols to protect passengers and staff.
• Conduct basic risk assessments in passenger environments.

Topics:
• Hazard identification: slip/trip risks, platform gaps, overcrowding.
• Emergency response: fire, medical emergencies, evacuation procedures.
• Security measures: access control, surveillance, dealing with suspicious behaviour.
• Risk assessment methodology for passenger areas.
• Incident reporting and documentation.
• Practical exercise: walk-through safety inspection.

Day 3: Passenger Communication and Conflict Resolution

Objectives:
• Apply effective verbal and non-verbal communication techniques.
• Manage difficult passenger interactions and de-escalate conflicts.
• Provide clear instructions during disruptions or emergencies.
• Use active listening to address passenger concerns.

• Communication principles: tone, body language, clarity.
• Techniques for de-escalating aggressive behaviour.
• Handling complaints and service recovery.
• Announcing delays and disruptions professionally.
• Role-play scenarios: conflict resolution practice.

Day 4: Monitoring and Maintaining Passenger Facilities

Objectives:
• Inspect and monitor cleanliness, lighting, signage, and amenities.
• Identify maintenance issues and initiate corrective actions.
• Ensure accessibility compliance for persons with disabilities.
• Coordinate with cleaning and maintenance teams.

• Facility standards: cleanliness, lighting, ventilation, seating.
• Signage requirements: wayfinding, safety notices, accessibility symbols.
• Accessibility features: ramps, lifts, tactile paving, audible announcements.
• Maintenance reporting procedures and work orders.
• Scheduled inspections: checklists and frequency.
• Case studies: facility deficiencies and solutions.

Day 5: Crowd Management and Passenger Flow Control

Objectives:
• Assess passenger flow and identify congestion points.
• Implement crowd control measures during peak times or events.
• Manage special situations: sports events, strikes, service disruptions.
• Use technology for crowd monitoring and communication.

Topics:
• Principles of crowd dynamics and flow management.
• Strategies for peak hour management: queue systems, platform allocation.
• Contingency planning for large crowds or emergencies.
• Use of CCTV and public address systems.
• Coordination with station management and security.
• Practical simulation: managing a mock peak period.

Day 6: Incident Management and Reporting

Objectives:
• Respond to incidents involving passengers (accidents, medical, security).
• Document incidents accurately and in compliance with regulations.
• Conduct post-incident debriefs and recommend improvements.
• Understand legal implications and evidence preservation.

Topics:
• Types of incidents: medical emergencies, accidents, theft, vandalism.
• Incident response protocols: first aid, securing scene, notifying authorities.
• Report writing: factual, objective, timely.
• Evidence preservation: photographs, witness statements.
• Post-incident analysis and root cause identification.
• Legal aspects: liability, confidentiality, data protection.

Day 7: Integration, Assessment, and Action Planning

Objectives:
• Synthesize all knowledge into a comprehensive supervision plan.
• Demonstrate competence through practical assessment scenarios.
• Develop a personal action plan for continuous improvement.
• Review unit standard requirements and prepare for final assessment.

• Recap of key concepts from Days 1-6.
• Integrated scenario: full-day simulation of passenger environment supervision.
• Assessment: practical tasks and oral questioning.
• Feedback session and gap analysis.
• Creating a professional development plan.
• Course evaluation and certification process overview.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
