Prerequisites

None — open enrollment. However, learners should have basic literacy and numeracy skills.

Course Outline

Day 1: Foundations of Transport Risk Management

Objectives:
• Understand the legislative and regulatory framework for transport risk in South Africa
• Define key concepts: hazard, risk, risk mitigation, and contingency planning
• Identify common transport hazards and their consequences
• Explain the role of a risk management system in transport operations

Topics:
• Introduction to SAQA Unit Standard 255800 and course outcomes
• Overview of transport risk management: principles and terminology
• Relevant legislation: National Road Traffic Act, OHSA, SANS 10228, and other standards
• Types of transport hazards: cargo, vehicle, route, human factors
• Introduction to risk assessment methodologies (qualitative and quantitative)
• Case studies of transport incidents in South Africa

Day 2: Risk Assessment and Mitigation Strategies

Objectives:
• Conduct a basic risk assessment for a transport scenario
• Apply risk mitigation measures for different hazard categories
• Understand the hierarchy of controls (elimination, substitution, engineering, administrative, PPE)
• Develop risk reduction plans for common transport operations

Topics:
• Step-by-step risk assessment process: hazard identification, risk analysis, risk evaluation
• Risk rating matrices and criteria
• Mitigation strategies for vehicle-related risks (maintenance, driver fatigue, load security)
• Route risk assessment and planning (weather, terrain, congestion, security)
• Cargo-specific risks: dangerous goods, perishables, high-value items
• Developing a risk register and action plan

Day 3: Contingency Planning Fundamentals

Objectives:
• Differentiate between risk mitigation and contingency planning
• Structure a contingency plan: activation, response, recovery
• Identify key stakeholders and their roles in an emergency
• Draft a contingency plan for a transport incident scenario

Topics:
• Principles of contingency planning: preparedness, response, recovery, mitigation
• Components of a contingency plan: scope, assumptions, triggers, procedures
• Communication and escalation protocols
• Resource management: equipment, personnel, funds
• Incident command systems and roles
• Legal and insurance considerations
• Tabletop exercise: responding to a simulated incident

Day 4: Practical Application – Risk and Contingency Documentation

Objectives:
• Complete a risk assessment for a real-world transport operation
• Draft a contingency plan for a specific transport scenario
• Evaluate existing transport risk documents for compliance
• Practice incident response coordination through a simulated drill

Topics:
• Workshop: Conducting a risk assessment on a given transport route and cargo
• Drafting a contingency plan: template and content requirements
• Reviewing and critiquing sample risk and contingency documents
• Simulated incident drill: roles, communication, decision-making
• Debrief and lessons learned from the drill

Day 5: Integration, Monitoring, and Continuous Improvement

Objectives:
• Integrate risk mitigation and contingency plans into transport operations
• Develop monitoring and review mechanisms for risk plans
• Understand continuous improvement through audits and incident analysis
• Prepare for assessment: complete a portfolio of evidence

Topics:
• Embedding risk management into daily transport operations (SOPs, checklists)
• Monitoring: KPIs, inspections, reporting
• Auditing risk and contingency plans: internal and external
• Incident investigation and root cause analysis
• Continuous improvement: updating plans based on lessons learned
• Review of course outcomes and assessment requirements

Practicals

Overview

The practicals provide hands-on experience in conducting risk assessments, developing contingency plans, and participating in incident response drills. Learners apply theoretical knowledge to realistic transport scenarios, reinforcing skills in documentation, coordination, and decision-making under pressure.

Practical Activities
  • Risk Assessment Workshop — Learners work in groups to perform a risk assessment on a simulated transport operation (e.g., hazardous cargo on a specific route), using provided templates and risk matrices. (4h)
  • Contingency Plan Development — Groups develop a contingency plan for a given incident scenario (e.g., vehicle accident with spillage), including activation procedures, resource lists, and communication protocols. (4h)
  • Tabletop Incident Response Drill — Facilitator presents a simulated transport incident; learners assume roles and respond step-by-step, making decisions on containment, communication, and recovery. (4h)
  • Document Review and Auditing Exercise — Learners review sample risk assessments and contingency plans, identify gaps, and provide recommendations for improvement, simulating an audit process. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
