This course equips public sector officials and financial practitioners with a comprehensive understanding of the Public Finance Management Act (PFMA) and its associated Treasury Regulations. Course Outline

Day 1: Foundations of the PFMA and Treasury Regulations

Objectives:
• Understand the purpose, scope, and application of the PFMA and Treasury Regulations.
• Identify the key roles and responsibilities of accounting officers and other officials.
• Explain the principles of fiscal discipline, transparency, and accountability.
• Recognize the framework for financial management in public institutions.

• Overview of the PFMA: historical context and objectives.
• Application of the PFMA to national and provincial departments and public entities.
• Structure and key provisions of the Treasury Regulations.
• Roles and responsibilities of the National Treasury and provincial treasuries.
• The accounting officer: duties, delegations, and accountability.
• The role of the Auditor-General and internal audit.
• Overview of the PFMA framework: planning, budgeting, and reporting.
• Consequences of non-compliance: disciplinary and criminal implications.

Day 2: Budgeting, Expenditure, and Financial Management

Objectives:
• Apply the budget preparation and execution processes in line with the PFMA.
• Manage expenditure and procurement in compliance with Treasury Regulations.
• Implement effective internal controls and risk management.
• Ensure proper management of revenue, assets, and liabilities.

• The budget cycle: preparation, submission, and approval.
• Budget execution: virements, adjustments, and expenditure control.
• Procurement and supply chain management: principles and regulations.
• Internal controls: design, implementation, and monitoring.
• Risk management: identification, assessment, and mitigation.
• Management of revenue: collection, recording, and reporting.
• Asset and liability management: safeguarding and recording.
• Reporting requirements: monthly, quarterly, and annual financial statements.

Day 3: Compliance, Accountability, and Integrated Application

Objectives:
• Ensure compliance with the PFMA and Treasury Regulations in daily operations.
• Prepare for internal and external audits and respond to audit findings.
• Apply ethical principles and promote a culture of accountability.
• Integrate PFMA principles into strategic planning and performance management.

Topics:
• Compliance mechanisms: monitoring, evaluation, and enforcement.
• Audit processes: internal audit, external audit, and audit committees.
• Responding to audit findings: corrective action plans.
• Ethics and anti-corruption measures in the public sector.
• Performance management: linking outputs to budgets.
• Case studies: common compliance pitfalls and best practices.
• Integrated application: aligning PFMA requirements with other legislation.
• Future trends: amendments and evolving best practices.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
