This course equips learners with the knowledge and skills to identify, evaluate, and access funding sources for local economic development (LED) projects in South Africa. Participants will understand the regulatory framework, funding criteria, and application processes for both government and private sector funding. The course aims to enhance the capacity of LED practitioners to secure sustainable funding for community and economic development initiatives.

Course Outline

Day 1: Foundations of Local Economic Development and Funding Landscape

Objectives:
• Understand the concept and importance of Local Economic Development (LED) in South Africa.
• Identify key stakeholders and their roles in LED funding.
• Explore the legislative and policy framework for LED in South Africa.
• Differentiate between various types of LED funding sources.

Topics:
• Introduction to LED: definitions, principles, and objectives.
• Overview of the South African LED policy context (e.g., LED Framework, IDP).
• Key stakeholders: national, provincial, local government, and private sector.
• Types of LED funding: grants, loans, equity, and partnerships.
• Case studies of successful LED initiatives in South Africa.

Day 2: Government Funding Sources for LED

Objectives:
• Identify main government LED funding programmes.
• Understand eligibility criteria and application processes.
• Analyse the role of District Development Model (DDM) and other initiatives.
• Evaluate the impact of government funding on local economies.

Topics:
• National government LED funds: LED Fund, Municipal Infrastructure Grant (MIG).
• Provincial LED funding mechanisms and programmes.
• District Development Model (DDM) and its funding implications.
• Application processes: proposal writing, budgeting, and compliance.
• Monitoring and reporting requirements for government grants.

Day 3: Private Sector and Development Finance Institutions (DFIs)

Objectives:
• Identify private sector and DFI funding sources for LED.
• Understand corporate social investment (CSI) and impact investing.
• Explore partnerships with development finance institutions like DBSA, IDC.
• Develop strategies to attract private sector investment.

Topics:
• Role of Development Finance Institutions (DFIs) in LED: DBSA, IDC, NEF.
• Corporate Social Investment (CSI) and shared value approaches.
• Impact investing and social enterprise funding.
• Public-Private Partnerships (PPPs) for LED projects.
• Case studies of successful private sector-LED collaborations.

Day 4: Alternative and Innovative Funding Sources

Objectives:
• Explore crowdfunding, community bonds, and other innovative funding.
• Understand how to leverage local assets for funding.
• Assess the potential of green funding and climate finance.
• Develop skills in resource mobilisation and fundraising.

Topics:
• Crowdfunding platforms and community-based fundraising.
• Municipal bonds and community shares.
• Green funding and climate finance opportunities.
• Leveraging local assets: land, skills, and cultural heritage.
• Resource mobilisation strategies and fundraising planning.

Day 5: Practical Application and Funding Strategy Development

Objectives:
• Synthesise knowledge to develop a comprehensive LED funding strategy.
• Prepare a mock funding proposal for a real or simulated LED project.
• Present and defend funding strategies to a panel.
• Reflect on ethical considerations and sustainability in funding.

Topics:
• Developing a funding strategy: aligning with project goals and stakeholder needs.
• Writing a funding proposal: structure, key components, and budgeting.
• Presentation skills and pitching to funders.
• Ethical considerations in fundraising and grant management.
• Course review and action planning for implementation.

Overview

Practicals enable learners to apply theoretical knowledge to real-world scenarios, developing skills in funding proposal writing, budgeting, and presentation. Through hands-on exercises, learners will create a mock funding proposal and present it for feedback, simulating the actual funding application process.

Practical Activities
  • Funding Source Identification Exercise — Learners research and identify appropriate funding sources for a given LED project scenario, using online databases and case studies. (4h)
  • Budget Development and Proposal Writing Workshop — Learners work in groups to develop a detailed budget and write a funding proposal for a simulated LED project. (6h)
  • Mock Funding Pitch and Panel Feedback — Groups present their funding proposals to a panel of instructors and peers, receiving constructive feedback and defending their choices. (6h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
