It covers the full payroll cycle, from data collection and processing to compliance with statutory requirements, ensuring accuracy and efficiency in payroll operations.

Course Outline

Day 1: Introduction to Payroll Management and Regulatory Framework

Objectives:
• Understand the purpose and scope of payroll management
• Identify key South African legislation affecting payroll (BCEA, SARS, UIF, SDL, COIDA)
• Explain the roles and responsibilities of a payroll practitioner
• Distinguish between gross pay, net pay, and statutory deductions

Topics:
• Overview of payroll management process (planning, organisation, implementation, monitoring)
• Relevant SA legislation: Basic Conditions of Employment Act (BCEA), Income Tax Act, UIF, SDL, COIDA
• Payroll cycle: input, processing, output
• Key terminology: gross pay, deductions, net pay, IRP5/IT3(a)
• Ethical considerations and confidentiality

Day 2: Payroll Planning and Data Management

Objectives:
• Plan payroll data requirements and collection methods
• Set up employee master data and categories
• Understand different types of earnings and deductions
• Prepare payroll input schedules

Topics:
• Payroll planning: data sources, timelines, checklists
• Employee master data: personal details, banking, tax directives, benefits
• Types of earnings: basic salary, overtime, commissions, allowances
• Types of deductions: PAYE, UIF, SDL, pension fund, medical aid, garnishees
• Payroll input documentation and verification

Day 3: Payroll Processing – Calculations and Statutory Deductions

Objectives:
• Calculate gross pay, deductions, and net pay manually
• Apply SARS tax tables and rebates correctly
• Compute UIF, SDL, and other statutory contributions
• Handle overtime, leave pay, and bonuses

Topics:
• Manual payroll calculations: hourly vs salaried employees
• PAYE: tax thresholds, rebates, tax tables, tax directives
• UIF and SDL calculations
• Overtime calculation according to BCEA
• Leave pay and bonus calculations
• Rounding and accuracy checks

Day 4: Payroll Implementation – Using Payroll Software

Objectives:
• Navigate a typical payroll software system
• Capture employee data and process a payroll run
• Generate payslips and reports
• Reconcile payroll output to input

• Overview of popular payroll software (e.g., Sage, VIP, SimplePay)
• Setting up company and employee profiles
• Capturing time and attendance data
• Running payroll: pre-processing checks, processing, post-processing
• Generating payslips, payroll summaries, and journals
• Reconciliation: balancing gross pay, deductions, net pay

Day 5: Payroll Monitoring and Compliance

Objectives:
• Monitor payroll for accuracy and compliance
• Prepare and submit statutory returns (EMP201, EMP501, IRP5/IT3(a))
• Understand year-end payroll procedures
• Handle payroll discrepancies and corrections

Topics:
• Monthly statutory returns: EMP201 submission
• Bi-annual EMP501 reconciliation
• Year-end certificates: IRP5/IT3(a) generation
• Auditing payroll: variance reports, exception reports
• Correcting payroll errors: adjustments, reversals
• Recordkeeping and document retention

Day 6: Payroll Organisation – Policies, Procedures, and Internal Controls

Objectives:
• Develop payroll policies and standard operating procedures
• Implement internal controls to prevent fraud and errors
• Manage payroll deadlines and workflow
• Integrate payroll with HR and finance systems

Topics:
• Designing payroll policies: approval hierarchies, cut-off dates
• Standard operating procedures (SOPs) for each payroll step
• Internal controls: segregation of duties, authorisation, verification
• Payroll deadlines: processing, reporting, payments
• Integration with HR (new hires, terminations) and finance (GL coding)

Day 7: Advanced Topics and Practical Integration

Objectives:
• Handle complex payroll scenarios (terminations, expats, fringe benefits)
• Manage payroll audits and inspections
• Prepare for payroll-related SARS audits
• Review and consolidate learning through case studies

Topics:
• Termination calculations: leave payout, severance pay
• Fringe benefits: travel allowance, medical aid, low-interest loans
• Expatriate payroll: tax implications, double taxation agreements
• Payroll audits: internal and external audits
• SARS audits: documentation, responses
• Case studies: integrating planning, organisation, implementation, monitoring

Overview

Practical sessions are essential to apply payroll concepts in realistic scenarios. Learners will use payroll software to process payroll, generate reports, and reconcile data, reinforcing theoretical knowledge with hands-on experience.

Practical Activities
  • Practical 1: Setting Up Employee Master Data — Learners set up employee profiles in payroll software, including personal details, tax directives, and benefits. (4h)
  • Practical 2: Processing a Full Payroll Run — Learners process a complete payroll cycle: capturing time data, calculating earnings and deductions, and generating payslips. (8h)
  • Practical 3: Statutory Returns Preparation — Learners prepare EMP201 and EMP501 returns from payroll data, and generate IRP5 certificates. (6h)
  • Practical 4: Payroll Reconciliation and Error Correction — Learners reconcile payroll totals, identify discrepancies, and correct errors using reversal and adjustment entries. (4h)
  • Practical 5: Complex Scenarios and Audits — Learners handle termination calculations, fringe benefits, and respond to a mock SARS audit request. (2h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
