This course equips finance professionals with the practical skills to apply Generally Recognised Accounting Practices (GRAP) to the periodic accounting reporting process. Participants will learn to prepare, review, and present periodic financial reports that comply with GRAP standards, ensuring accuracy, transparency, and accountability in public sector financial reporting.

Course Outline

Day 1: Introduction to GRAP and the Accounting Framework

Objectives:
• Understand the background and purpose of the GRAP framework.
• Identify the scope and application of GRAP standards.
• Explain the key concepts and principles underlying GRAP.
• Describe the structure of the GRAP reporting framework.
• Recognize the roles of key bodies in setting and enforcing GRAP.

Topics:
• Overview of GRAP: history, objectives, and benefits.
• The GRAP framework: the Standards of GRAP (GRAP 1 to GRAP 26) and the Conceptual Framework.
• Scope and application: which entities must apply GRAP.
• Key principles: accrual basis, going concern, consistency, and materiality.
• The role of the Accounting Standards Board (ASB) and the Auditor-General.
• The transition from other reporting frameworks (e.g., IFRS or modified cash) to GRAP.
• Overview of financial statements under GRAP: statement of financial position, statement of financial performance, statement of changes in net assets, cash flow statement, and notes.
• Overview of the GRAP reporting framework and its relationship with other legislation (e.g., MFMA, PFMA).

Day 2: Key GRAP Standards for Financial Reporting

Objectives:
• Apply the requirements of GRAP 1 (Presentation of Financial Statements) and GRAP 3 (Accounting Policies, Changes in Estimates and Errors).
• Implement GRAP 12 (Inventories), GRAP 16 (Investment Property), and GRAP 17 (Property, Plant and Equipment).
• Understand the accounting treatment for revenue (GRAP 9) and provisions (GRAP 19).
• Apply GRAP 24 (Presentation of Budget Information in Financial Statements).
• Interpret the requirements of GRAP 103 (Heritage Assets) and GRAP 104 (Financial Instruments).

• GRAP 1: Presentation of Financial Statements – structure, content, and disclosures.
• GRAP 3: Accounting policies, changes in estimates and errors – selection and application.
• GRAP 12: Inventories – measurement, recognition, and disclosure.
• GRAP 16: Investment Property – recognition, measurement (cost vs. fair value), and disclosure.
• GRAP 17: Property, Plant and Equipment – recognition, measurement (cost, depreciation, impairment), and disclosure.
• GRAP 9: Revenue from Exchange Transactions – recognition and measurement.
• GRAP 19: Provisions, Contingent Liabilities and Contingent Assets – recognition, measurement, and disclosure.
• GRAP 24: Presentation of Budget Information – comparison of budget and actual amounts.
• GRAP 103: Heritage Assets – recognition, measurement, and disclosure.
• GRAP 104: Financial Instruments – classification, measurement, and disclosure.

Day 3: Advanced GRAP Application and Integrated Reporting

Objectives:
• Apply GRAP to complex transactions such as leases (GRAP 13) and employee benefits (GRAP 25).
• Understand the requirements for related party disclosures (GRAP 20) and segment reporting (GRAP 18).
• Prepare financial statements in accordance with GRAP, including notes and disclosures.
• Apply GRAP to specific public sector entities (e.g., municipalities, public entities).
• Integrate GRAP with other frameworks and regulatory requirements.

• GRAP 13: Leases – classification, accounting by lessees and lessors, and disclosure.
• GRAP 25: Employee Benefits – recognition, measurement, and disclosure.
• GRAP 20: Related Party Disclosures – identification and disclosure requirements.
• GRAP 18: Segment Reporting – identifying segments and reporting.
• GRAP 26: Impairment of Cash-Generating Assets – recognition and measurement.
• GRAP 21/22/23: Impairment of Non-Cash-Generating Assets, Revenue from Non-Exchange Transactions, and Non-current Assets Held for Sale.
• Practical application: preparing a complete set of financial statements from a trial balance.
• GRAP in specific contexts: municipalities, public entities, and other public sector bodies.
• Integration with MFMA/PFMA and other regulatory reporting requirements.
• Common pitfalls and challenges in GRAP implementation.

Practicals

8 hours of practicals To be conducted online or on-campus or in-house Venue: Durban, South Africa
Overview

The practicals provide hands-on experience in applying GRAP standards to realistic scenarios, including journal entries, financial statement preparation, and case analysis. This reinforces the theoretical concepts and prepares learners for real-world GRAP reporting.

Practical Activities
  • Journal Entries and Ledger Postings under GRAP — Learners record journal entries for various transactions (e.g., property, plant and equipment, inventories, revenue) and post them to ledgers, applying GRAP principles. (2h)
  • Financial Statement Preparation — Using a comprehensive trial balance of a fictional municipality, learners prepare a complete set of financial statements in accordance with GRAP, including notes. (3h)
  • Case Study: Complex GRAP Transactions — Learners analyze a case study involving leases, provisions, and employee benefits, applying GRAP standards to determine the correct accounting treatment and prepare relevant disclosures. (3h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
