Description

This course equips public sector managers and HR practitioners with the competencies to manage human resources effectively within the legislative and policy framework of the South African public service. Participants will learn to apply relevant labour legislation, manage employee relations, and implement HR strategies that align with public sector objectives.

Course Outline

Day 1: Introduction to Public Sector HRM

Objectives:
• Understand the context and legislative framework of HRM in the South African public sector.
• Identify key stakeholders and their roles in public sector HR.
• Differentiate between HRM in public and private sectors.

• Overview of the South African public sector environment
• Constitutional and legislative framework (e.g., Public Service Act, Labour Relations Act)
• Roles of the Department of Public Service and Administration (DPSA), PSC, and SALGA
• Comparison of public vs private sector HRM
• Ethical principles and Batho Pele principles

Day 2: Strategic HR Planning in the Public Sector

Objectives:
• Explain the importance of strategic HR planning aligned with government priorities.
• Apply workforce planning techniques.
• Analyse the impact of demographic and economic factors on public sector staffing.

Topics:
• Linking HR planning to strategic plans (e.g., MTSF, departmental strategic plans)
• Workforce demand and supply analysis
• Succession planning and talent management
• Skills gaps and development planning
• Budgeting for HR

Day 3: Recruitment and Selection in the Public Sector

Objectives:
• Describe the recruitment and selection process compliant with public sector regulations.
• Apply fair and transparent selection methods.
• Understand affirmative action and employment equity requirements.

• Legal framework: Employment Equity Act, Public Service Regulations
• Job analysis and competency profiling
• Advertising and sourcing candidates
• Shortlisting, interviews, and assessment centres
• Appointment processes and probation

Day 4: Performance Management and Development

Objectives:
• Explain the performance management cycle in the public sector.
• Set SMART performance agreements and objectives.
• Conduct performance reviews and manage underperformance.

• Performance management framework: PMDS (Performance Management and Development System)
• Developing performance agreements
• Mid-year and annual reviews
• Managing poor performance and incapacity
• Linking performance to rewards and development

Day 5: Employee Relations and Labour Law Compliance

Objectives:
• Understand the grievance and disciplinary procedures in the public sector.
• Apply principles of procedural and substantive fairness.
• Manage collective bargaining and union relations.

• Grievance procedures (Resolution of Grievances Policy)
• Disciplinary code and procedures
• Incapacity and misconduct hearings
• Role of bargaining councils (PSCBC, GPSSBC)
• Managing strikes and labour action

Day 6: Compensation, Benefits, and Job Evaluation

Objectives:
• Describe the public sector remuneration framework.
• Understand job evaluation methods and pay progression.
• Administer benefits and allowances correctly.

• Remuneration structure: salary scales, notch progression
• Job evaluation systems (e.g., TASK, JE System)
• Benefits: pension, medical aid, housing allowance
• Payroll administration and deductions
• Performance bonuses and recognition

Day 7: Training and Development in the Public Sector

Objectives:
• Identify training needs aligned with organisational and skills development requirements.
• Plan and evaluate training interventions.
• Understand the Skills Development Act and levy-grant system.

• Skills Development Act and National Skills Development Strategy
• Workplace Skills Plans (WSP) and Annual Training Reports (ATR)
• Training needs analysis
• Designing and delivering training
• Evaluating training effectiveness

Day 8: HR Information Systems and Record Keeping

Objectives:
• Utilise HR information systems for data management and reporting.
• Maintain accurate employee records in compliance with legislation.
• Analyse HR metrics for decision-making.

• Overview of HRIS (e.g., PERSAL, LOGIS)
• Employee data management and confidentiality
• Reporting on HR indicators (turnover, absenteeism, demographics)
• Records retention and POPIA compliance
• Using data for HR planning

Day 9: Integration, Ethics, and Case Studies

Objectives:
• Synthesise all HRM functions into a coherent public sector strategy.
• Apply ethical decision-making in HR scenarios.
• Develop an action plan for improving HR practices in a public entity.

• Integration of HR functions: from planning to exit
• Ethics and anti-corruption in HR
• Case studies: real public sector HR challenges
• Developing a HR improvement plan
• Course review and assessment

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
