This course equips learners with comprehensive knowledge of the Rules of Golf as approved by R&A Rules Limited, enabling them to apply these rules accurately in various contexts such as club competitions, tournaments, and social play. Participants will develop the skills to make correct rulings, manage disputes, and ensure fair play, enhancing their effectiveness as referees, tournament officials, or golf enthusiasts.

Learning Outcomes

  • Apply the fundamental principles and definitions of the Rules of Golf to common on-course situations.
  • Analyze different playing contexts to determine the correct ruling under the Rules of Golf.
  • Demonstrate the ability to resolve disputes and enforce penalties in accordance with the Rules of Golf.
  • Evaluate the application of rules relating to specific areas such as hazards, out of bounds, and abnormal course conditions.
  • Implement procedures for marking, lifting, and dropping a ball correctly under the Rules of Golf.
  • Design strategies for managing a competition in compliance with the Rules of Golf and local rules.

This course is designed for golf club administrators, tournament officials, referees, golf coaches, and avid golfers who wish to deepen their understanding of the Rules of Golf and apply them confidently in different playing and competition scenarios.

Course Outline

Day 1: Foundations of Golf Rules and Etiquette

Objectives:
• Understand the structure and authority of the Rules of Golf.
• Identify key definitions and general principles.
• Recognise the role of etiquette and player conduct.
• Apply basic procedures for starting a round and marking a scorecard.

Topics:
• Introduction to R&A and USGA rulemaking authority
• Key definitions: ball in play, out of bounds, penalty areas, etc.
• Etiquette: safety, consideration for others, pace of play
• Starting the round: teeing ground, order of play, scorecard
• Basic player responsibilities: knowing the rules, integrity

Day 2: Playing the Ball and Course Management

Objectives:
• Apply rules for striking the ball and equipment.
• Understand relief options from various conditions.
• Manage situations involving loose impediments and obstructions.
• Interpret rules for abnormal course conditions.

Topics:
• Striking the ball: practice swings, accidental movement
• Equipment rules: clubs, balls, and devices
• Loose impediments and movable obstructions
• Immovable obstructions and abnormal ground conditions
• Relief procedures: drop zones, nearest point of relief

Day 3: Penalties, Bunkers, and Water Hazards

Objectives:
• Identify penalty areas and bunker rules.
• Apply penalty strokes for various infractions.
• Understand procedures for unplayable lies.
• Interpret rules for water hazards and lateral water hazards.

Topics:
• Bunker rules: prohibited actions, relief options
• Penalty areas: red and yellow markings
• Unplayable lie options: stroke and distance, back-on-the-line
• Water hazard relief: dropping behind hazard, lateral relief
• Penalty scenarios: lost ball, out of bounds, wrong ball

Day 4: Putting Green, Match Play, and Stroke Play

Objectives:
• Apply putting green rules for marking, lifting, and replacing.
• Understand match play and stroke play formats.
• Handle disputes and penalties in competitions.
• Interpret rules for order of play and conceding strokes.

Topics:
• Putting green: ball marking, cleaning, repairing damage
• Putting green: flagstick, ball on green, and caddie actions
• Match play: hole concessions, claiming holes, disputes
• Stroke play: recording scores, disqualification
• Order of play and practising on the course

Day 5: Advanced Scenarios and Practical Integration

Objectives:
• Integrate rules across multiple scenarios on the course.
• Apply rules in tournament conditions and committee decisions.
• Handle unusual situations and player requests.
• Demonstrate competence through practical assessments.

Topics:
• Complex scenarios: multiple penalties, wrong putting green
• Committee procedures: local rules, pace of play policy
• Player requests: rulings, second ball in stroke play
• Practical on-course exercises and rule application
• Final assessment: case studies and simulated play

No practicals for this training.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
