Description

This course equips participants with the knowledge and skills to explain the implications of policies that impact communities. It focuses on understanding how policies are formulated, implemented, and evaluated, and their effects on community development and social cohesion. Course Outline

Day 1: Introduction to Policy and Its Impact on Communities

Objectives:
• Define key policy concepts and terminology.
• Identify different types of policies affecting communities.
• Understand the relationship between policy and community development.
• Recognise the importance of policy analysis in community contexts.

Topics:
• What is policy? Definitions and scope.
• Types of policies: social, economic, environmental.
• Policy cycle: agenda-setting, formulation, implementation, evaluation.
• Introduction to community impact assessment.

Day 2: Policy Frameworks and the South African Context

Objectives:
• Describe the South African policy landscape.
• Explain the role of the Constitution in policy development.
• Identify key national policies affecting communities.
• Understand the principles of Batho Pele and its implications.

Topics:
• South African Constitution and Bill of Rights.
• National Development Plan (NDP) overview.
• Batho Pele principles: putting people first.
• Case study: Local government policy frameworks.

Day 3: Stakeholder Analysis and Participation

Objectives:
• Identify stakeholders in policy processes.
• Explain the importance of community participation.
• Analyse power dynamics in policy formulation.
• Apply stakeholder mapping techniques.

Topics:
• Who are stakeholders? Community, government, private sector.
• Community participation models (Arnstein's ladder).
• Power analysis in policy processes.
• Practical exercise: Stakeholder mapping for a local policy.

Day 4: Policy Implementation and Community Engagement

Objectives:
• Describe the implementation phase of the policy cycle.
• Explain challenges in policy implementation.
• Understand methods for effective community engagement.
• Identify factors influencing policy success.

Topics:
• Implementation strategies: top-down vs bottom-up.
• Barriers to implementation: resources, capacity, resistance.
• Community engagement techniques: meetings, surveys, forums.
• Case study: Implementation of a housing policy.

Day 5: Monitoring and Evaluation of Policy Impact

Objectives:
• Define monitoring and evaluation (M&E) in policy context.
• Explain methods to measure policy impact on communities.
• Use indicators to assess community outcomes.
• Interpret M&E data for policy improvement.

Topics:
• M&E frameworks: logic models, theory of change.
• Quantitative and qualitative indicators.
• Data collection methods: surveys, interviews, focus groups.
• Practical: Designing an M&E plan for a community policy.

Day 6: Policy Analysis and Critique

Objectives:
• Apply policy analysis frameworks.
• Critique policies from a community perspective.
• Identify unintended consequences of policies.
• Develop recommendations for policy improvement.

Topics:
• Policy analysis tools: SWOT, cost-benefit, equity analysis.
• Critiquing policy: who benefits, who loses?
• Unintended consequences: examples from South Africa.
• Group exercise: Analyse a selected policy.

Day 7: Advocacy, Lobbying, and Policy Change

Objectives:
• Explain the role of advocacy in policy change.
• Identify strategies for effective lobbying.
• Understand how communities can influence policy.
• Develop an advocacy plan.

Topics:
• Advocacy vs lobbying: definitions and ethics.
• Strategies: media campaigns, petitions, coalitions.
• Case studies: Successful community advocacy in SA.
• Practical: Create an advocacy plan for a community issue.

Day 8: Ethical Considerations and Rights-Based Approaches

Objectives:
• Understand ethical principles in policy work.
• Apply a rights-based approach to policy analysis.
• Identify ethical dilemmas in policy implementation.
• Promote social justice and equity.

Topics:
• Ethics in policy: transparency, accountability, integrity.
• Rights-based approach: linking policy to human rights.
• Ethical dilemmas: resource allocation, conflicting interests.
• Discussion: Balancing efficiency and equity.

Day 9: Integration, Case Studies, and Action Planning

Objectives:
• Integrate all course concepts into a coherent understanding.
• Analyse real-world policy impact case studies.
• Develop an action plan for applying learning in practice.
• Present findings and receive feedback.

• Review of key themes from Days 1-8.
• Case study analysis: Policy impact on a specific community.
• Group presentations: Action plans for policy engagement.
• Course wrap-up and evaluation.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
