Description

This course equips learners with the skills to facilitate community access to resources, including identifying available resources, assessing community needs, and establishing linkages between communities and service providers. It aims to empower learners to act as intermediaries who enable communities to utilise resources effectively for sustainable development.

This course is designed for community development workers, social workers, NGO staff, and government officials involved in community outreach and resource mobilisation. It is also suitable for individuals seeking to enhance their ability to link communities with essential services and support systems.

Course Outline

Day 1: Understanding Community Access to Resources

Objectives:
• Define community access to resources and its importance
• Identify different types of resources available to communities
• Explain the role of a facilitator in resource access
• Understand the legislative and policy framework in South Africa
• Recognise barriers to resource access in communities

Topics:
• Introduction to community resources (natural, human, financial, institutional)
• The concept of access and its dimensions
• Overview of South African policies (e.g., Constitution, RDP, NDP)
• Role and responsibilities of a facilitator
• Identifying common barriers (geographic, economic, social, cultural)
• Case studies of successful resource access initiatives

Day 2: Community Needs Assessment and Resource Mapping

Objectives:
• Conduct a participatory needs assessment with community members
• Use resource mapping tools to identify available assets
• Analyse gaps between community needs and existing resources
• Prioritise resource needs based on community input
• Document findings for planning purposes

Topics:
• Participatory needs assessment methods (focus groups, surveys, interviews)
• Asset-based community development (ABCD) approach
• Resource mapping techniques (physical maps, Venn diagrams, matrices)
• Data collection ethics and confidentiality
• Analysing and prioritising needs (force field analysis, ranking)
• Practical exercise: Conducting a mini needs assessment

Day 3: Stakeholder Engagement and Partnerships

Objectives:
• Identify key stakeholders involved in resource provision
• Develop strategies for engaging stakeholders effectively
• Build and maintain partnerships for sustainable resource access
• Manage stakeholder expectations and conflicts
• Apply communication skills for collaboration

• Stakeholder analysis (power-interest grid, mapping)
• Engagement strategies (meetings, forums, networking)
• Partnership models (public-private, community-based, NGOs)
• Conflict resolution and negotiation techniques
• Communication skills: active listening, assertiveness, feedback
• Role-play: Engaging a stakeholder meeting

Day 4: Facilitation Skills for Resource Access

Objectives:
• Apply facilitation techniques to empower community groups
• Use participatory tools to enhance decision-making
• Manage group dynamics and ensure inclusive participation
• Adapt facilitation style to diverse community contexts
• Evaluate facilitation effectiveness

Topics:
• Principles of participatory facilitation
• Tools: brainstorming, world café, nominal group technique
• Managing group dynamics (dominant voices, conflicts, silence)
• Inclusive facilitation (gender, disability, cultural sensitivity)
• Feedback and reflection techniques
• Practical facilitation session with peer feedback

Day 5: Resource Mobilisation and Proposal Writing

Objectives:
• Identify potential funding and resource sources
• Write a basic proposal for resource mobilisation
• Develop a budget and resource plan
• Understand grant compliance and reporting requirements
• Present proposals to potential funders

Topics:
• Types of funders (government, corporate, foundations, donors)
• Proposal components: needs statement, objectives, activities, budget
• Budget development: cost categories, justification
• Compliance: conditions, reporting, monitoring
• Presentation skills for pitching proposals
• Practical: Drafting a mini-proposal

Day 6: Monitoring, Evaluation, and Reporting

Objectives:
• Develop a monitoring and evaluation (M&E) framework for resource access
• Collect and analyse data on resource utilisation
• Report on outcomes and impact to stakeholders
• Use M&E findings to improve facilitation and resource access
• Ensure accountability and transparency

Topics:
• M&E concepts: indicators, data sources, methods
• Designing an M&E plan (logical framework, theory of change)
• Data collection tools (surveys, interviews, case studies)
• Data analysis and interpretation
• Report writing: structure, visuals, recommendations
• Using M&E for adaptive management

Day 7: Integration, Action Planning, and Certification

Objectives:
• Synthesise learning from the course into a comprehensive action plan
• Develop a community resource access plan with timelines and responsibilities
• Present action plans for peer and facilitator feedback
• Demonstrate competence in facilitating community access to resources
• Reflect on personal growth and future application

Topics:
• Review of key concepts and skills
• Action planning template (goals, activities, resources, timeline)
• Presentation and peer review of action plans
• Final assessment (practical demonstration or case study)
• Course evaluation and feedback
• Certification ceremony

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
