Description

This course equips learners with the competencies to facilitate the development, implementation, and maintenance of a Safety, Health and Environment (SHE) management system in the workplace. Participants will gain the skills to identify hazards, assess risks, and ensure compliance with relevant legislation and organisational policies.

Course Outline

Day 1: Introduction to SHE Management Systems

Objectives:
• Understand the purpose and benefits of a SHE management system
• Identify key legislation and standards (OHS Act, ISO 45001, ISO 14001)
• Explain the Plan-Do-Check-Act cycle
• Recognise the roles and responsibilities in SHE management
• Define key SHE terms and concepts

Topics:
• Overview of SHE management systems
• Legal framework: OHS Act, Regulations, and SANS standards
• ISO 45001 and ISO 14001 requirements
• Plan-Do-Check-Act model
• Roles and responsibilities of management, supervisors, and employees
• Benefits of an effective SHE system

Day 2: Hazard Identification and Risk Assessment (HIRA)

Objectives:
• Differentiate between hazard, risk, and risk assessment
• Apply hazard identification techniques
• Conduct a risk assessment using a recognised methodology
• Understand risk control hierarchy
• Document findings in a risk register

• Hazard identification methods (checklists, inspections, JSA)
• Risk assessment techniques (qualitative, quantitative)
• Risk ranking and prioritisation
• Hierarchy of controls (elimination to PPE)
• Developing a risk register
• Legal requirements for risk assessments

Day 3: SHE Policy, Objectives, and Planning

Objectives:
• Draft a SHE policy aligned with organisational context
• Set SMART SHE objectives
• Develop an SHE implementation plan
• Identify resources needed for SHE management
• Understand the role of management review

• Writing an SHE policy
• Setting measurable objectives and targets
• SHE management plans and programmes
• Resource allocation (people, equipment, budget)
• Legal and other requirements
• Management review process

Day 4: Operational Control and Emergency Preparedness

Objectives:
• Establish operational controls for key risks
• Develop safe work procedures
• Prepare emergency response plans
• Conduct emergency drills and exercises
• Evaluate emergency preparedness effectiveness

• Operational control procedures
• Safe work permits and procedures
• Contractor management
• Emergency planning and response
• Fire, chemical spill, and first aid drills
• Post-incident evaluation and improvement

Day 5: Monitoring, Measurement, and Evaluation

Objectives:
• Design monitoring and measurement programmes
• Conduct SHE inspections and audits
• Analyse incident data and trends
• Evaluate compliance with legal and other requirements
• Use performance indicators to drive improvement

• Key performance indicators (KPIs) for SHE
• Inspection and audit techniques
• Incident investigation and reporting
• Non-conformance and corrective actions

Day 6: Training, Competence, and Communication

Objectives:
• Identify SHE training needs
• Develop a training matrix and plan
• Deliver effective SHE training sessions
• Establish communication and consultation processes
• Promote a positive SHE culture

Day 7: Implementation, Maintenance, and Continuous Improvement

• Maintain documentation and records
• Conduct internal audits and management reviews
• Identify opportunities for improvement
• Prepare for certification or verification

Overview

Practical sessions are integral to this course, allowing learners to apply theoretical knowledge to real-world scenarios. Through hands-on exercises, learners will conduct risk assessments, develop procedures, and practice emergency response, ensuring competence in implementing and maintaining an SHE management system.

Practical Activities
  • Hazard Identification and Risk Assessment — Learners conduct a workplace walk-through to identify hazards, assess risks, and document findings in a risk register. (6h)
  • Developing Safe Work Procedures — Learners draft safe work procedures for a specific task (e.g., working at heights, confined space) and present them for peer review. (5h)
  • Emergency Drill Planning and Execution — Learners plan and simulate an emergency drill (e.g., fire, chemical spill) including evacuation and first aid response. (5h)
  • Internal SHE Audit Simulation — Learners conduct a mock internal audit using a checklist, interview staff, and prepare an audit report with non-conformances. (5h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
