Course Outline

Day 1: Foundations of Socio-Economic Transformation

Objectives:
• Understand the context and importance of socio-economic transformation in South Africa.
• Identify key legislation and policies driving transformation.
• Define project proposal development and its role in transformation.
• Recognise the role of stakeholders in transformation projects.

• Introduction to socio-economic transformation.
• Overview of relevant SA legislation (e.g., BBBEE, Employment Equity).
• The project proposal lifecycle.
• Stakeholder identification and analysis.
• Case studies of successful transformation projects.
• Ethical considerations in project development.

Day 2: Needs Assessment and Problem Analysis

Objectives:
• Conduct a community or organisational needs assessment.
• Analyse root causes of socio-economic issues.
• Prioritise problems for intervention.
• Develop a problem statement for a project.

Topics:
• Methods for needs assessment (surveys, interviews, focus groups).
• Problem tree analysis.
• Stakeholder engagement in needs identification.

• Formulating a clear problem statement.
• Practical exercise: Conducting a mini needs assessment.

Day 3: Designing Logical Framework and Theory of Change

Objectives:
• Understand the logical framework approach (LFA).
• Develop a theory of change for a transformation project.
• Define project goals, objectives, and outcomes.
• Link activities to outputs and outcomes.

• Introduction to logical framework matrix.
• Theory of change concepts.
• Setting SMART objectives.

Day 4: Project Planning and Work Breakdown Structure

Objectives:
• Develop a detailed project plan.
• Create a work breakdown structure (WBS).
• Estimate resources, time, and budget.
• Use planning tools (Gantt charts, PERT).

• Steps in project planning.
• Creating a WBS.
• Resource estimation (human, financial, material).
• Budget development basics.
• Scheduling techniques.
• Risk management planning.
• Practical: Develop a WBS for a transformation project.

Day 5: Proposal Writing and Structure

Objectives:
• Understand the standard structure of a project proposal.
• Write compelling executive summaries and narratives.
• Align proposal content with funder requirements.
• Incorporate transformation principles into proposal writing.

• Components of a project proposal (executive summary, background, methodology, budget).
• Writing for different audiences (government, donors, private sector).
• Language and tone in proposals.
• Integrating transformation indicators.
• Common pitfalls in proposal writing.

Day 6: Budgeting and Financial Sustainability

Objectives:
• Develop a realistic project budget.
• Justify budget items in a proposal.
• Identify sources of funding and sustainability strategies.
• Understand financial reporting requirements.

• Budget categories (personnel, equipment, operations).
• Cost estimation techniques.
• Budget narrative writing.
• Funding sources for transformation projects (government grants, CSR, donors).
• Sustainability planning.
• Financial compliance and auditing basics.

Day 7: Monitoring, Evaluation, and Reporting

Objectives:
• Design a monitoring and evaluation (M&E) framework.
• Develop indicators for transformation outcomes.
• Plan for data collection and analysis.
• Understand reporting requirements for funders.

• M&E frameworks (logic model, indicator tracking).
• Quantitative and qualitative indicators.
• Data collection methods.
• Reporting schedules and formats.
• Using M&E for adaptive management.
• Case study: M&E in a transformation project.

Day 8: Stakeholder Engagement and Partnerships

Objectives:
• Identify key partners for transformation projects.
• Develop a stakeholder engagement plan.
• Build collaborative partnerships.
• Manage conflicts and expectations.

• Partnership models (cooperatives, PPPs).

Day 9: Proposal Presentation and Integration

• Present a complete project proposal to a panel.
• Defend budget and methodology.

• Handling Q&A sessions.
• Finalising proposal documents.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
