This course equips learners with the knowledge, skills, and attitudes required to participate effectively as a member of a hostage negotiation team. It covers the principles of negotiation, communication strategies, stress management, and team coordination in high-pressure environments. Successful completion enables learners to contribute to resolving hostage incidents safely and ethically.

Target Audience

This course is designed for security personnel, law enforcement officers, crisis response team members, and professionals who may be required to participate in hostage negotiation operations as part of their duties.

Prerequisites

None — open enrollment. However, learners should be employed in or have access to a security or crisis response environment.

Course Outline

Day 1: Introduction to Hostage Negotiation

Objectives:
• Understand the role and responsibilities of a hostage negotiator team member
• Describe the history and evolution of hostage negotiation
• Identify key principles of crisis negotiation
• Explain the legal and ethical framework for negotiation in South Africa
• Recognise the importance of teamwork in negotiation

• Definition and scope of hostage negotiation
• Historical case studies and lessons learned
• Core negotiation principles: communication, empathy, patience
• Legal considerations: use of force, rights of hostages, jurisdiction
• Team structure and roles: primary negotiator, coach, intelligence, tactical liaison

Day 2: Communication Skills and Active Listening

Objectives:
• Demonstrate active listening techniques
• Apply verbal and non-verbal communication strategies
• Use effective questioning and paraphrasing
• Manage emotional responses during negotiations
• Adapt communication style to different personality types

• Active listening: paraphrasing, summarising, reflecting
• Open-ended and closed-ended questions
• Emotional intelligence and empathy
• Non-verbal cues and body language
• Dealing with anger, fear, and manipulation

Day 3: Crisis Intervention and Behavioural Assessment

Objectives:
• Identify different types of crisis situations
• Assess the mental state and motivations of a hostage-taker
• Apply crisis intervention models (e.g., SAFER, ICER)
• Recognise signs of mental illness, substance abuse, and trauma
• Develop strategies to de-escalate tension

• Crisis theory and types: emotional, instrumental, psychotic
• Behavioural indicators: suicide by cop, barricade, domestic violence
• Crisis intervention models: SAFER, ICER, NOVA
• Risk assessment: threat to self, hostages, public
• Cultural and contextual factors in South Africa

Day 4: Negotiation Strategies and Tactics

Objectives:
• Develop a negotiation plan based on assessment
• Apply time-tested negotiation strategies (e.g., problem-solving, persuasive)
• Use tactical communications: deadlines, concessions, offers
• Handle demands and ultimatums effectively
• Coordinate with tactical team and command post

• Strategic approaches: collaborative vs. competitive
• Tactical communication: mirroring, labelling, pacing
• Managing demands: prioritisation, delay, trade-offs
• Use of deadlines and consequences
• Integration with tactical operations: containment, intelligence sharing

Day 5: Intelligence Gathering and Analysis

Objectives:
• Collect and verify intelligence from multiple sources
• Analyse information to support negotiation decisions
• Use technology and databases for background checks
• Maintain situational awareness during incidents
• Document and report intelligence findings

Topics:
• Sources of intelligence: witnesses, records, social media
• Verification and reliability assessment
• Analysis techniques: timeline, motive, connections
• Real-time intelligence sharing with negotiator
• Legal and privacy considerations

Day 6: Team Coordination and Command Structure

Objectives:
• Describe the incident command system (ICS) for hostage situations
• Define roles within the negotiation team and with other units
• Conduct effective briefings and debriefings
• Manage stress and fatigue within the team
• Ensure clear communication channels

• Incident command structure: unified command, negotiation cell
• Roles: lead negotiator, coach, scribe, intelligence officer, liaison
• Briefing formats: initial, update, shift handover

Day 7: Ethical and Legal Considerations

• Apply ethical principles in negotiation decisions
• Understand legal constraints and protections
• Handle media and public relations appropriately
• Ensure accountability and transparency
• Address cultural and diversity issues

• Ethics: truthfulness, promise-keeping, proportionality
• Legal framework: South African Police Service Act, Constitution
• Media management: press releases, confidentiality
• Cultural sensitivity: language, customs, religion
• Post-incident legal review and reporting

Day 8: Scenario-Based Role Play and Simulation

Objectives:
• Participate in realistic negotiation scenarios
• Apply learned skills in a simulated environment
• Receive constructive feedback from trainers and peers
• Adjust strategies based on evolving scenario dynamics
• Demonstrate teamwork and communication under pressure

Day 9: Final Assessment and Integration

Overview

Practical sessions form a critical component of this course, allowing learners to apply negotiation techniques in realistic, high-pressure simulations. Through role-plays and scenario-based exercises, participants develop hands-on skills in communication, crisis assessment, and team coordination essential for effective hostage negotiation.

Practical Activities
  • Active Listening and Communication Drills — Learners practice active listening, paraphrasing, and questioning techniques in paired exercises with feedback from instructors. (4h)
  • Crisis Intervention Role Play — Small groups engage in role-play scenarios involving a barricaded subject with emotional distress, applying crisis intervention models. (6h)
  • Negotiation Strategy Simulation — Teams conduct a full negotiation simulation with a trained actor playing a hostage-taker, incorporating intelligence updates and tactical coordination. (6h)
  • Integrated Final Scenario — A comprehensive real-time simulation involving multiple hostages, complex demands, and dynamic intelligence, assessed by trainers. (8h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
