Course Outline

Day 1: Foundations of Consular and Agency Services

Objectives:
• Understand the role and mandate of consular services within South Africa's foreign policy framework.
• Identify the key stakeholders and institutional structures involved in consular service delivery.
• Explain the legal basis for consular assistance under international and domestic law.
• Differentiate between consular functions and diplomatic functions.
• Recognise the scope of services offered to South African citizens abroad.

• Overview of South Africa's Department of International Relations and Cooperation (DIRCO).
• The Vienna Convention on Consular Relations (1963) and its relevance.
• Types of consular services: passport issuance, notarial acts, civil registration.
• Roles of honorary consuls and career consular officers.
• Coordination with other government agencies (e.g., Home Affairs, SAPS).
• Ethical considerations and confidentiality in consular work.

Day 2: Passport and Travel Document Services

Objectives:
• Describe the application process for South African passports at missions abroad.
• Identify different types of travel documents and their eligibility criteria.
• Apply verification procedures for identity and citizenship documents.
• Handle lost or stolen passport cases according to standard operating procedures.
• Manage emergency travel certificates for distressed citizens.

Day 5: Citizenship, Visa, and Immigration Services

• Advise on South African citizenship acquisition, renunciation, and retention.
• Process visa applications for foreign nationals (if applicable at consulates).
• Handle immigration queries related to permits and permanent residence.
• Verify dual citizenship status and travel restrictions.
• Manage citizenship by descent applications.

• Citizenship categories: birth, descent, naturalisation.
• Renunciation and resumption of citizenship.
• Visa issuance for travel to South Africa.
• Permanent residence permits and appeals.

Day 6: Outreach, Communication, and Stakeholder Engagement

• Conduct consular visits to remote areas and detention centres.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
