Day 1: Foundations of Servitudes, Wayleaves, and Clearances

Objectives:
• Understand the legal and regulatory framework for servitudes, wayleaves, and clearances in South Africa.
• Identify different types of servitudes and wayleaves relevant to infrastructure maintenance.
• Explain the purpose and key requirements of clearance maintenance procedures.
• Describe the roles and responsibilities of stakeholders in maintenance operations.
• Recognize common risks and safety considerations associated with clearance maintenance.

Topics:
• Introduction to servitudes, wayleaves, and clearances: definitions and legal basis.
• Types of servitudes (e.g., right of way, pipeline, power line) and wayleaves.
• Regulatory requirements: SA legislation, standards, and SAQA unit standards.
• Clearance maintenance procedures: purpose, frequency, and documentation.
• Stakeholder engagement: land owners, authorities, and maintenance teams.
• Safety and risk management: hazard identification, personal protective equipment, and emergency procedures.
• Case studies: examples of clearance maintenance in utility corridors.
• Review of documentation and record-keeping requirements.

Day 2: Practical Application and Maintenance Planning

Objectives:
• Plan and execute clearance maintenance activities in compliance with legal requirements.
• Conduct site assessments and identify clearance violations or encroachments.
• Apply correct procedures for vegetation management, access maintenance, and obstacle removal.
• Complete maintenance reports and documentation accurately.
• Evaluate maintenance outcomes and propose corrective actions.

• Maintenance planning: scheduling, resource allocation, and permit requirements.
• Site assessment techniques: measuring clearances, identifying hazards, and surveying conditions.
• Vegetation management: trimming, removal, and herbicide application.
• Access maintenance: repairing gates, roads, and signage.
• Encroachment resolution: dealing with unauthorized structures or activities.
• Reporting and documentation: checklists, photographs, and compliance records.
• Quality assurance and continuous improvement in maintenance procedures.

Overview

Practical sessions enable learners to apply theoretical knowledge to real-world scenarios. Learners will conduct site assessments, perform vegetation management, and complete maintenance documentation under supervision, ensuring competence in clearance maintenance procedures.

Practical Activities
  • Site Assessment and Hazard Identification — Learners conduct a simulated site assessment, identifying clearance violations, hazards, and required maintenance actions. (3h)
  • Vegetation Management and Access Maintenance — Learners perform vegetation trimming and clear access routes using hand tools and power equipment, following safety protocols. (3h)
  • Documentation and Reporting — Learners complete maintenance reports, including before-and-after photos, and submit compliance documentation. (2h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
