Course Outline

Day 1: Introduction to Disaster Risk Management and Communication

Objectives:
• Understand the Disaster Risk Management (DRM) framework in South Africa
• Define key concepts: hazard, vulnerability, risk, and resilience
• Recognise the role of communication in DRM
• Identify stakeholders in DRM communication
• Outline the legislative and policy context (Disaster Management Act, 2002)

• Legal and policy frameworks (Disaster Management Act, National Disaster Management Framework)

Day 2: Communication Theories and Models for DRM

Objectives:
• Explain communication theories relevant to DRM
• Apply models of risk communication (e.g., Crisis and Emergency Risk Communication model)
• Differentiate between communication, information, and messaging
• Understand audience segmentation and tailoring
• Analyse barriers to effective communication in disasters

• Theoretical foundations: risk perception, social amplification of risk, mental models
• Risk communication models (CERC, WHO outbreak communication)
• Audience analysis and segmentation

Day 3: Stakeholder Mapping and Community Engagement

Day 6: Digital and Social Media in DRM Communication

Day 7: Interpersonal Communication and Behaviour Change

Overview

Practical sessions are integral to this course as they allow learners to apply communication theories and skills in simulated disaster scenarios. Through role-plays, media exercises, and community engagement simulations, learners develop hands-on competency in crisis communication, stakeholder engagement, and message design.

Practical Activities
  • Practical 1: Crisis Communication Plan Development — Learners work in groups to develop a crisis communication plan for a given disaster scenario, including stakeholder mapping, message development, and channel selection. (8h)
  • Practical 2: Media Simulation and Press Conference — Learners participate in a simulated press conference, taking on roles of spokespersons and journalists, and practice writing press releases and handling media questions. (8h)
  • Practical 3: Community Engagement Role-Play — Learners role-play community meetings with diverse stakeholders, addressing concerns, using plain language, and practicing interpersonal communication skills. (8h)
  • Practical 4: Social Media Campaign Design and Monitoring — Learners design a social media campaign for a disaster preparedness theme, create sample posts, and use monitoring tools to simulate engagement and sentiment analysis. (6h)
  • Practical 5: Integrated Capstone Simulation — In a full-day simulation, learners respond to a evolving disaster scenario, implementing their communication plan, coordinating with other groups, and adapting to new information. (6h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
