This course equips learners with the knowledge and skills to accurately certify certificates of origin and other commercial documents, ensuring compliance with international trade regulations. Course Outline

Day 1: Introduction to Certification of Origin and Documentary Compliance

Objectives:
• Understand the purpose and legal basis of certificates of origin.
• Identify key trade agreements and rules of origin.
• Recognise the role of commercial documents in international trade.
• Distinguish between preferential and non-preferential certificates of origin.
• Explain the consequences of incorrect certification.

• Overview of international trade documentation
• Legal framework: WTO, SADC, EU-SA TDCA, AfCFTA
• Rules of origin: substantial transformation, value-added, tariff shift
• Types of certificates of origin: Form A, EUR.1, SADC COO
• Key commercial documents: invoice, packing list, bill of lading
• Roles of SAQA, SACU, and customs authorities
• Consequences of non-compliance: penalties, delays, fraud

Day 2: Completing and Issuing Certificates of Origin

Objectives:
• Complete a certificate of origin accurately.
• Apply correct tariff headings and origin criteria.
• Verify supporting documentation for origin claims.
• Understand the issuer's responsibilities and accreditation requirements.
• Identify common errors in certificate completion.

• Step-by-step completion of a certificate of origin
• Tariff classification and harmonised system codes
• Calculating local content and value addition
• Supporting documents: cost statements, supplier declarations
• Issuer accreditation: chamber of commerce, customs
• Verification procedures and audits

Day 3: Commercial Document Certification and Authentication

Objectives:
• Certify commercial documents such as invoices and packing lists.
• Understand notarisation, legalisation, and apostille requirements.
• Differentiate between certification, notarisation, and legalisation.
• Apply correct procedures for document authentication.
• Recognise fraudulent documents and prevention measures.

• Types of commercial document certification
• Notarisation process and role of the commissioner of oaths
• Legalisation and apostille under the Hague Convention
• Chamber of commerce certification procedures
• Document authentication for non-Hague countries
• Fraud detection: security features, verification checks

Day 4: Integrated Compliance, Audits, and Professional Practice

Objectives:
• Conduct a compliance self-audit for certification processes.
• Apply corrective actions for non-compliance.
• Integrate certification procedures into business workflows.
• Understand ethical responsibilities and professional standards.
• Prepare for external audits by customs or issuing bodies.

Overview

Practical sessions allow learners to apply theory by completing certificates of origin, certifying commercial documents, and conducting compliance audits. Supervised practice ensures proficiency in documentation and error identification.

Practical Activities
  • Completing a Certificate of Origin — Learners complete a certificate of origin using sample export data, applying rules of origin and tariff codes. (4h)
  • Certifying Commercial Documents — Learners certify invoices and packing lists, simulate notarisation, and prepare documents for legalisation. (4h)
  • Conducting a Compliance Audit — Learners audit a set of sample certificates and commercial documents, identify non-compliance, and recommend corrective actions. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

All marks are recorded on the AATICD LMS and visible to each learner under their account.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).

  • Certificates are auto-generated on the AATICD LMS as soon as the marks pass the 50% threshold.
  • Each certificate is a branded PDF with the delegate's name, the course title, the unit standard ID, NQF level, credits, and the date of issue.
  • You can download or print your certificate from your LMS dashboard at any time after issue — there's no reissue fee and no expiry date.
  • If you scored under 50% you can sit the final test again at the next scheduled session at no extra cost.
