Course Outline

Day 1: Foundations of Fraud and the Investigative Framework

Objectives:
• Define fraud and its key elements (misrepresentation, intent, reliance, damages)
• Identify the different types of fraud and their impact in South Africa
• Understand the legal and ethical framework governing fraud investigations
• Explain the role of the investigator and the principles of evidence handling

• Introduction to fraud: definitions and concepts
• Types of fraud: asset misappropriation, corruption, financial statement fraud
• The South African legislative landscape (e.g., POCA, Prevention and Combating of Corrupt Activities Act)
• Ethical considerations and the investigator's code of conduct
• The investigative process: planning, evidence collection, reporting
• Overview of evidence types: documentary, physical, electronic, and testimonial

Day 2: Legal Framework and Evidence Management

Objectives:
• Apply the rules of evidence and admissibility in fraud investigations
• Ensure lawful evidence collection and chain of custody
• Conduct witness interviews and obtain statements
• Protect the rights of suspects and comply with due process

• The law of evidence: admissibility, relevance, competence
• Chain of custody and evidence preservation
• Interview techniques: planning, questioning, and documentation
• Taking statements and affidavits
• Legal privileges and confidentiality
• Data protection and privacy considerations (POPIA)

Day 3: Investigative Techniques and Forensic Analysis

• Use financial analysis and document examination to detect fraud
• Apply forensic accounting techniques to trace illicit transactions
• Conduct digital forensics and electronic evidence gathering
• Utilize surveillance and other specialized techniques appropriately

• Document examination: handwriting, alterations, forgeries
• Digital forensics: computer, mobile, and network evidence
• Open-source intelligence (OSINT) and data mining

Day 4: Fraud Prevention, Detection, and Case Management

• Develop fraud risk assessments and prevention strategies
• Implement internal controls and fraud detection programs
• Manage a fraud investigation case from initiation to closure
• Prepare comprehensive investigation reports

• Fraud risk management frameworks

• Case management: case files, timelines, and documentation
• Report writing: structure, clarity, and legal defensibility

Day 5: Advanced Topics and Practical Integration

• Integrate investigation techniques in simulated exercises
• Review ethical dilemmas and professional standards

• Complex fraud schemes: money laundering, bribery, cyber fraud
• Expert witness testimony and litigation support
• Case studies: lessons from South African fraud investigations

• Capstone simulation: conducting a mock investigation
• Final assessment and course wrap-up

Practicals

Overview

Practical sessions provide hands-on experience in evidence handling, forensic analysis, and investigation management. Learners will apply theoretical knowledge to realistic scenarios, enhancing their skills in a controlled environment.

Practical Activities
  • Practical 1: Evidence Handling and Chain of Custody — Learners will practice documenting, preserving, and storing physical and electronic evidence, ensuring proper chain of custody. (4h)
  • Practical 2: Financial Statement Analysis and Red Flags — Using financial statements of fictional companies, learners will identify anomalies indicative of fraud and calculate key ratios. (4h)
  • Practical 3: Digital Forensics and Data Recovery — Learners will use forensic software to image a hard drive, recover deleted files, and extract metadata from documents. (4h)
  • Practical 4: Mock Investigation and Reporting — In a simulated fraud scenario, learners will plan, conduct interviews, collect evidence, and produce a final investigation report. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
