Course Outline

Day 1: Introduction to Risk Management in Water Services

Objectives:
• Understand the scope and importance of risk management in water services.
• Identify key legislation and regulatory frameworks (e.g., Water Services Act, SANS 241).
• Define basic risk management terminology and concepts.
• Recognize the role of risk management in ensuring water quality and service continuity.

• Overview of water services works in South Africa.
• Legal and regulatory context: Water Services Act, SANS 241, SAQA unit standards.
• Fundamental risk management principles (ISO 31000).
• Types of risks: operational, environmental, health, financial.
• Introduction to risk assessment methodologies (qualitative vs quantitative).
• Case study: Historical water service failures and lessons learned.

Day 2: Risk Identification and Hazard Analysis

Objectives:
• Apply systematic techniques to identify hazards in water services.
• Distinguish between hazard and risk.
• Use tools like HAZOP, FMEA, and checklists.
• Identify risks across the water value chain (catchment to tap).

Topics:
• Hazard identification techniques: HAZOP, FMEA, SWIFT.
• Risk identification in water treatment, distribution, and storage.
• Chemical, biological, and physical hazards.
• Infrastructure and operational hazards.
• Human factors and organizational risks.
• Practical exercise: Hazard identification for a typical water treatment plant.

Day 3: Risk Analysis and Evaluation

Objectives:
• Perform qualitative and quantitative risk analysis.
• Use risk matrices and scoring systems.
• Evaluate risks against acceptable criteria.
• Prioritize risks for treatment.

• Risk analysis methods: qualitative, semi-quantitative, quantitative.
• Developing and using risk matrices.
• Consequence and likelihood assessment.
• Risk evaluation: ALARP principle.
• Uncertainty and sensitivity analysis.
• Group activity: Risk analysis for a water distribution system.

Day 4: Risk Treatment and Control Measures

Objectives:
• Identify appropriate risk treatment options.
• Design control measures for water services risks.
• Understand hierarchy of controls.
• Develop risk treatment plans.

• Risk treatment options: avoid, reduce, transfer, accept.
• Hierarchy of controls: elimination, substitution, engineering, administrative, PPE.
• Engineering controls: barriers, disinfection, backflow prevention.
• Administrative controls: procedures, training, signage.
• Emergency preparedness and contingency planning.
• Workshop: Develop control measures for identified risks.

Day 5: Monitoring and Review of Risks

Objectives:
• Establish risk monitoring processes.
• Use key risk indicators (KRIs) and performance metrics.
• Conduct risk audits and reviews.
• Implement continuous improvement.

• Monitoring plans: what, when, how.
• Key risk indicators (KRIs) for water services.

Day 6: Water Quality Risk Management

Objectives:
• Apply risk management to water quality.
• Understand Water Safety Plans (WSP).
• Identify critical control points in treatment.
• Manage risks from source to tap.

• Hazard analysis and critical control points (HACCP) in water treatment.
• Risk assessment for chemical and microbiological contaminants.

• Regulatory compliance: SANS 241 drinking water quality.

Day 7: Infrastructure and Asset Risk Management

Objectives:
• Assess risks to water infrastructure.
• Apply asset management principles.
• Prioritize maintenance and replacement.
• Manage risks during construction and operation.

• Asset management and risk-based maintenance.
• Risk assessment for pipelines, pumps, and reservoirs.
• Condition assessment techniques.

Day 8: Operational Risk and Safety

Objectives:
• Identify operational risks in water services.
• Apply health and safety legislation (OHS Act).
• Conduct risk assessments for work activities.
• Implement safe work procedures.

• Confined space entry, working at height, electrical safety.
• Personal protective equipment (PPE) and safety equipment.

Day 9: Emergency and Disaster Risk Management

Objectives:
• Develop emergency response plans.

• Coordinate with stakeholders during emergencies.
• Conduct drills and exercises.

• Emergency planning for water services (e.g., floods, droughts, contamination).
• Business continuity management.

Day 10: Integration and Final Assessment

• Develop a comprehensive risk management plan.

• Demonstrate competence through assessment.

Practicals

30 hours of practicals To be conducted online or on-campus or in-house
Overview

The practicals provide hands-on experience in applying risk management tools to real water services scenarios. Learners will conduct hazard identification, risk analysis, and develop control measures using templates and case studies, reinforcing theoretical concepts.

Practical Activities
  • Hazard Identification and Risk Assessment Exercise — Learners perform a risk assessment on a simulated water treatment plant, using HAZOP and FMEA techniques. (8h)
  • Water Safety Plan Development — Learners develop a Water Safety Plan for a small community water supply, including hazard analysis and critical control points. (8h)
  • Job Safety Analysis and Permit-to-Work — Learners conduct a job safety analysis for a maintenance task and complete a permit-to-work document. (6h)
  • Emergency Response Tabletop Exercise — Learners participate in a tabletop exercise simulating a water contamination emergency, coordinating response actions. (4h)
  • Final Integrated Risk Management Plan Presentation — Learners present their comprehensive risk management plan for a water services works, incorporating all course elements. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
