Description

This course equips learners with the competencies to design, implement, integrate, and manage extension and development projects and programmes. It focuses on practical skills for planning, executing, and evaluating projects that drive sustainable community and organisational development.

Course Outline

Day 1: Introduction to Development and Extension

Objectives:
• Understand the context and purpose of development and extension projects
• Differentiate between development and extension approaches
• Identify key stakeholders in development initiatives
• Recognise the role of project management in extension work

Day 2: Needs Assessment and Problem Analysis

Objectives:
• Apply participatory rural appraisal (PRA) techniques
• Conduct stakeholder mapping and analysis
• Identify community needs and priorities
• Analyse root causes of problems using problem tree analysis

Day 3: Project Design and Logical Framework

Objectives:
• Develop a logical framework matrix
• Formulate SMART objectives
• Design project activities and outputs
• Link project components to outcomes and impact

• Hierarchy of objectives: goal, purpose, outputs, activities
• Assumptions and risks in the logframe

Day 4: Budgeting and Resource Mobilisation

• Prepare a project budget aligned with activities
• Identify potential funding sources
• Understand cost-benefit analysis basics
• Develop a resource mobilisation plan

• Cost estimation techniques
• Funding sources: donors, government, community contributions

Day 5: Project Implementation and Management

Overview

Practical sessions are integral to applying theoretical concepts in real-world scenarios. Learners will engage in hands-on exercises including conducting community needs assessments, developing logical frameworks, and practicing participatory M&E techniques. These activities ensure competence in project design, implementation, and evaluation within extension contexts.

Practical Activities
  • Community Needs Assessment Simulation — Learners conduct a simulated needs assessment using PRA tools (transect walk, focus group, mapping) in a local community or case study area. (16h)
  • Logical Framework and Budget Development — In groups, learners develop a full logical framework matrix and corresponding budget for a given extension project scenario. (16h)
  • Participatory M&E Exercise — Learners design and implement a participatory M&E plan using tools like community scorecards and impact diagrams, then analyse data. (16h)
  • Project Proposal Presentation — Learners integrate all practicals into a comprehensive project proposal and present it to a panel for feedback. (12h)
  • Field Visit and Stakeholder Engagement — Learners visit an ongoing extension project to observe implementation, interview stakeholders, and document lessons learned. (8h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
