Day 1: Introduction to Local Economic Development and Stakeholder Negotiations

• Outline the legal and policy framework for LED in South Africa.

Day 2: Stakeholder Analysis and Engagement Strategies

Objectives:
• Conduct stakeholder analysis using appropriate tools.
• Differentiate between various stakeholder interests and power dynamics.
• Develop engagement strategies for diverse stakeholders.
• Apply communication techniques for effective stakeholder dialogue.

• Stakeholder analysis tools (power-interest grid, influence-impact matrix)

Day 3: Negotiation Fundamentals and Preparation

Objectives:
• Explain the stages of negotiation.
• Prepare for negotiations by setting objectives and identifying BATNA.
• Apply negotiation styles and tactics appropriately.
• Practice active listening and questioning techniques.

• Negotiation stages: preparation, discussion, proposal, bargaining, agreement
• BATNA, ZOPA, and reservation points
• Distributive vs. integrative bargaining
• Negotiation styles (competitive, collaborative, compromising, avoiding, accommodating)
• Effective questioning and listening skills

Day 4: Advanced Negotiation Skills and Techniques

Objectives:
• Use advanced negotiation techniques such as anchoring and framing.
• Manage difficult behaviors and emotions in negotiations.
• Apply interest-based negotiation to reach win-win outcomes.
• Evaluate negotiation outcomes and lessons learned.

• Dealing with difficult stakeholders (aggressive, passive, manipulative)

Day 5: Mediation and Conflict Resolution in LED

• Differentiate between negotiation, mediation, and arbitration.
• Apply mediation techniques to resolve stakeholder conflicts.
• Facilitate consensus-building in multi-stakeholder settings.
• Understand the role of the facilitator in LED negotiations.

Day 6: Legal and Regulatory Framework for LED Negotiations

• Understand the role of the Municipal Systems Act and other laws.
• Apply compliance requirements in negotiation agreements.
• Draft basic negotiation agreements and MOUs.

• Municipal Systems Act, Municipal Structures Act, PFMA, PPPFA
• Environmental impact assessments and NEMA
• Contract law basics for negotiation agreements
• Drafting memoranda of understanding (MOUs)

Day 7: Practical Negotiation Simulations and Role-Plays

Objectives:
• Participate in simulated LED negotiation scenarios.
• Apply negotiation skills in a controlled environment.

• Reflect on personal negotiation style and areas for improvement.

Day 8: Monitoring and Evaluation of Negotiation Outcomes

Day 9: Integration, Case Studies, and Action Planning

Overview

The practicals component consists of role-play simulations and case study analyses where learners apply negotiation techniques in realistic LED scenarios. These sessions allow learners to practice stakeholder engagement, conflict resolution, and agreement drafting under supervision, reinforcing theoretical concepts.

Practical Activities
  • Stakeholder Analysis and Engagement Simulation — Learners conduct a stakeholder mapping exercise for a hypothetical LED project and role-play initial engagement meetings with different stakeholder groups. (6h)
  • Negotiation Role-Play: LED Project Partnership — In groups, learners simulate a negotiation between a municipality, a private developer, and a community organization over an LED initiative. They prepare, negotiate, and draft a memorandum of understanding. (8h)
  • Mediation and Conflict Resolution Scenario — Learners mediate a dispute between two stakeholder groups in a simulated LED project, applying mediation techniques to reach a consensus. (6h)
  • Final Integrated Negotiation Exercise — Learners participate in a complex multi-stakeholder negotiation simulation that integrates all skills learned, followed by a debrief and evaluation. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.
