This course equips public sector managers and team leaders with the knowledge and skills to foster a culture of continuous learning within their organisations. It focuses on creating an environment that encourages knowledge sharing, innovation, and adaptability to improve service delivery and organisational effectiveness.

Target Audience

This course is designed for managers, supervisors, and team leaders in the South African public sector who are responsible for driving organisational development and learning initiatives.

Course Outline

Day 1: Foundations of a Learning Organisation

Objectives:
• Define the concept of a learning organisation and its relevance to the public sector
• Identify the five disciplines of a learning organisation as per Senge's model
• Recognise barriers to organisational learning in public sector contexts
• Understand the role of leadership in fostering a learning culture

Topics:
• Introduction to learning organisations: definitions and key principles
• Peter Senge's five disciplines: systems thinking, personal mastery, mental models, shared vision, team learning
• The public sector context: unique challenges and opportunities
• Barriers to learning: bureaucracy, silos, resistance to change
• Leadership commitment and modelling learning behaviours

Day 2: Systems Thinking and Shared Vision

Objectives:
• Apply systems thinking to analyse public sector problems
• Develop a shared vision that aligns with organisational goals
• Identify mental models that hinder learning
• Use tools to map systemic interconnections

Topics:
• Systems thinking: feedback loops, leverage points, and archetypes
• Case studies: applying systems thinking in public sector policy
• Mental models: surfacing and challenging assumptions
• Building shared vision: participatory processes and alignment
• Practical exercises: causal loop diagramming

Day 3: Personal Mastery and Team Learning

Objectives:
• Foster personal mastery through continuous learning and self-reflection
• Facilitate effective team learning and dialogue
• Create psychological safety for open communication
• Implement practices that support individual and team growth

Topics:
• Personal mastery: commitment to lifelong learning and self-awareness
• Team learning: dialogue vs. discussion, skillful discussion techniques
• Creating a psychologically safe environment
• Learning from mistakes: after-action reviews and debriefs
• Case studies: team learning in government departments

Day 4: Knowledge Management and Change Management

Objectives:
• Understand knowledge management principles for capturing and sharing knowledge
• Apply change management strategies to embed learning
• Use technology to support organisational learning
• Measure learning outcomes and impact

Topics:
• Knowledge management: tacit vs. explicit knowledge, communities of practice
• Change management models (Kotter, ADKAR) for learning initiatives
• Technology enablers: learning management systems, collaboration platforms
• Measuring learning: metrics, feedback loops, and continuous improvement
• Case studies: successful knowledge management in public sector

Day 5: Building and Sustaining a Learning Organisation

Objectives:
• Develop an action plan to implement learning organisation principles
• Integrate learning into daily operations and strategic planning
• Create a culture of continuous improvement and innovation
• Evaluate progress and adjust strategies over time

Topics:
• Action planning: from theory to practice in your organisation
• Embedding learning into policies, procedures, and performance management
• Sustaining momentum: overcoming obstacles and celebrating wins
• Innovation and adaptability in a changing public sector landscape
• Final project presentations and peer feedback

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

All marks are recorded on the AATICD LMS and visible to each learner under their account.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
