This course equips public sector managers with the competencies to design, implement, and evaluate change management strategies tailored to the unique legislative, policy, and stakeholder contexts of the South African public sector. Participants will learn to apply structured change models, manage resistance, and assess the impact of change initiatives to ensure sustainable organisational transformation.

Course Outline

Day 1: Introduction to Change Management in the Public Sector

Objectives:
• Define change management and its importance in the public sector
• Identify the unique challenges of change in government contexts
• Understand the legislative and policy framework for change in South Africa
• Recognise the role of leadership in driving change
• Differentiate between change management and project management

• Key legislation: Public Service Act, Batho Pele principles
• The change curve and resistance to change
• Leadership commitment and sponsorship
• Overview of change management models (Kotter, ADKAR)

Day 2: Change Management Models and Frameworks

Objectives:
• Compare and contrast major change management models
• Select appropriate models for public sector contexts
• Understand the stages of organisational change
• Apply Kotter's 8-Step Model to a public sector scenario
• Evaluate the ADKAR model for individual change

Day 4: Change Readiness and Impact Assessment

Day 5: Implementation Planning and Execution

Day 7: Integration, Review, and Certification

• Synthesise all learning into a comprehensive change strategy
• Present and defend a change management plan

• Prepare for unit standard assessment
• Develop an action plan for applying learning on the job

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

All marks are recorded on the AATICD LMS and visible to each learner under their account.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).

  • If you scored under 50% you can sit the final test again at the next scheduled session at no extra cost.
