Course Outline

Day 1: Introduction to Municipal Asset and Liability Management

Objectives:
• Understand the legislative and regulatory framework for municipal finance in South Africa. • Define key concepts: assets, liabilities, and net worth. • Identify the roles and responsibilities of municipal officials in asset and liability management. • Recognize the importance of asset and liability management for municipal sustainability.

• Overview of the Municipal Finance Management Act (MFMA) and relevant regulations. • Classification of municipal assets: current, non-current, tangible, and intangible. • Classification of municipal liabilities: current and long-term. • The balance sheet equation and its application to municipalities. • Stakeholders in municipal asset and liability management.

Day 2: Asset Management Planning and Lifecycle

Objectives:
• Develop an asset management plan aligned with the Infrastructure Asset Management Framework. • Understand the asset lifecycle: planning, acquisition, operation, maintenance, and disposal. • Apply asset condition assessment techniques. • Prioritize capital investments based on risk and criticality.

• Components of an asset management plan. • Asset lifecycle costing and optimization. • Condition assessment methodologies (e.g., visual inspection, performance monitoring). • Risk-based prioritization of assets. • Integration with the Integrated Development Plan (IDP) and budget.

Day 3: Liability Management and Debt Strategies

Objectives:
• Evaluate different sources of municipal debt financing. • Understand the implications of debt covenants and credit ratings. • Develop a debt management strategy that aligns with fiscal sustainability. • Monitor and report on debt levels and compliance.

• Types of municipal debt: loans, bonds, and overdrafts. • Legal requirements for borrowing under the MFMA. • Credit rating agencies and their criteria for municipalities. • Debt affordability and sustainability indicators. • Debt reporting and disclosure requirements.

Day 4: Financial Reporting and Performance Measurement

Objectives:
• Interpret financial statements (balance sheet, income statement, cash flow) in a municipal context. • Calculate and analyze key financial ratios for asset and liability management. • Apply performance measurement frameworks like GRAP (Generally Recognised Accounting Practice). • Identify red flags in financial reporting.

• Structure of municipal financial statements. • Ratio analysis: liquidity, solvency, asset turnover, and debt service coverage. • GRAP standards relevant to assets and liabilities. • Performance indicators for asset management. • Common financial reporting errors and fraud indicators.

Day 5: Risk Management in Asset and Liability Management

• Identify financial risks: interest rate, credit, liquidity, and operational risks. • Implement risk mitigation strategies for municipal assets and liabilities. • Use hedging instruments and insurance appropriately. • Develop a risk management framework.

• Risk identification and assessment techniques. • Interest rate risk and refinancing strategies. • Credit risk management for investments and receivables. • Liquidity risk and cash flow forecasting. • Risk register and reporting.

Day 6: Strategic Asset and Liability Management (ALM) Modeling

Objectives:
• Apply ALM concepts to match assets and liabilities by duration and cash flow. • Use scenario analysis and stress testing. • Develop a strategic ALM policy for a municipality. • Understand the impact of economic conditions on ALM.

Topics:
• Gap analysis: maturity mismatches and interest rate sensitivity. • Duration and convexity in municipal context. • Scenario planning for economic shocks (e.g., recession, inflation). • ALM policy components and approval process. • Case studies of ALM failures and successes.

Day 7: Governance, Ethics, and Compliance in Asset and Liability Management

Objectives:
• Understand the role of the accounting officer and council in oversight. • Apply ethical decision-making frameworks to asset and liability decisions. • Ensure compliance with the MFMA, Treasury regulations, and other statutes. • Manage conflicts of interest and promote transparency.

Day 8: Integration, Case Studies, and Action Planning

• Synthesize knowledge from all days into a comprehensive asset and liability management strategy. • Analyze real-world case studies of South African municipalities. • Develop an action plan for implementing ALM improvements in your municipality. • Prepare for the unit standard assessment.

Topics:
• Integration of asset and liability management with overall financial strategy. • Case study: successful municipal ALM turnaround. • Case study: lessons from municipal financial distress. • Developing a personal action plan. • Assessment preparation and review.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
