This course equips municipal finance officials and budget planners with the skills to manage the full budget planning and reporting cycle in compliance with the Municipal Finance Management Act (MFMA). Participants will learn to prepare credible budgets, monitor expenditure, and compile accurate financial reports that support transparent governance and service delivery.

Course Outline

Day 1: Foundations of Municipal Budget Planning

Objectives:
• Explain the legislative and regulatory framework governing municipal budgeting in South Africa.
• Identify the key stakeholders and their roles in the budget planning process.
• Describe the principles of integrated development planning and its link to budgeting.
• Outline the budget cycle phases and timelines as per the Municipal Finance Management Act (MFMA).

• Roles and responsibilities of municipal officials, councillors, and community.
• Integrated Development Plan (IDP) as the foundation for budgeting.
• The budget cycle: planning, preparation, approval, implementation, and reporting.
• Key budget concepts: operating vs. capital budgets, revenue and expenditure.
• Stakeholder engagement requirements in the budget process.
• Financial governance and accountability principles.
• Case study: Reviewing a municipal IDP and budget timeline.

Day 2: Budget Preparation and Revenue Forecasting

Objectives:
• Apply techniques for forecasting municipal revenues including property rates, tariffs, and grants.
• Develop a budget preparation schedule aligned with MFMA requirements.
• Analyse expenditure patterns and cost drivers for operating and capital budgets.
• Prepare a draft budget using standard templates and tools.

• Revenue sources: property rates, user charges, fines, grants, and loans.
• Revenue forecasting methods: trend analysis, regression, and scenario planning.
• Expenditure classification: standard chart of accounts and cost centres.
• Capital budgeting: project prioritisation, funding sources, and depreciation.
• Budget preparation templates and software tools.
• Aligning the budget with the IDP and sector plans.
• Workshop: Preparing a draft operating budget for a sample municipality.
• Common pitfalls in budget preparation and how to avoid them.

Day 3: Budget Approval, Implementation, and Monitoring

Objectives:
• Explain the budget approval process including council and provincial oversight.
• Implement budget monitoring mechanisms such as monthly and quarterly reports.
• Use variance analysis to identify deviations and corrective actions.
• Manage cash flow and expenditure controls during budget implementation.

• Budget approval: council processes, public participation, and provincial treasury oversight.
• Budget implementation: virement policies, procurement planning, and spending controls.
• Monthly budget reports: content, format, and submission deadlines.
• Quarterly performance reporting against Service Delivery and Budget Implementation Plan (SDBIP).
• Variance analysis: calculating and interpreting budget versus actual differences.
• Corrective actions: adjustments budget, spending freezes, and reallocations.
• Cash flow management: forecasting, monitoring, and liquidity.
• Case study: Analysing a quarterly budget report and recommending adjustments.

Day 4: Annual Reporting and Audit Preparation

Objectives:
• Prepare annual financial statements in compliance with GRAP standards.
• Understand the audit process and how to respond to audit findings.
• Develop an annual report that meets legislative requirements.
• Implement internal controls to prevent financial mismanagement.

• Annual financial statements: components and GRAP compliance.
• The audit process: planning, fieldwork, reporting, and follow-up.
• Audit Committee role and responsibilities.
• Responding to audit findings: action plans and implementation.
• Annual report: structure, content, and timeline.
• Performance reporting: linking service delivery outputs to budget.
• Internal controls: segregation of duties, authorisation, and reconciliation.
• Workshop: Drafting a section of the annual report and audit response.

Day 5: Integrated Cycle Management and Continuous Improvement

Objectives:
• Integrate the entire budget cycle from planning to reporting into a coherent system.
• Apply lessons learned to improve future budget cycles.
• Develop a personal action plan for implementing best practices in their municipality.
• Evaluate the use of technology and tools for budget cycle management.

Topics:
• Recap of the full budget cycle: interconnections and handovers.
• Continuous improvement: lessons learnt reports and process reviews.
• Change management: overcoming resistance to budget reforms.
• Technology solutions: financial management systems and data analytics.
• Ethics and anti-corruption measures in budget management.
• Peer sharing: participants present challenges and solutions from their municipalities.
• Developing a personal action plan for back-at-work implementation.
• Course evaluation and certification.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
