Target Audience

This course is designed for financial officers, accountants, budget analysts, and managers in South African municipalities who are responsible for financial reporting and analysis.

Prerequisites

None — open enrollment. However, a basic understanding of accounting principles is recommended.

Course Outline

Day 1: Introduction to Municipal Financial Reporting Framework

Objectives:
• Understand the legislative framework governing municipal financial reporting in South Africa. • Identify key financial reporting standards applicable to municipalities. • Recognize the roles and responsibilities of municipal finance officials. • Differentiate between financial reporting and financial analysis.

• Overview of the Municipal Finance Management Act (MFMA) and Municipal Systems Act. • Generally Recognised Accounting Practice (GRAP) standards. • Structure and content of annual financial statements. • The role of the National Treasury and provincial treasuries. • Key stakeholders in municipal financial reporting.

Day 2: The Municipal Budget Cycle and Financial Planning

Objectives:
• Explain the stages of the municipal budget cycle. • Link budget preparation to integrated development planning (IDP). • Identify key budget documents and their purposes. • Understand the principles of budgeting for service delivery.

• IDP and budget alignment. • Budget preparation timeline and processes. • Operating and capital budgets. • Budget review and approval mechanisms. • Performance budgeting and outcomes.

Day 3: Revenue Management and Collection

Objectives:
• Analyse municipal revenue sources and streams. • Understand the billing and collection process. • Evaluate revenue management policies and their impact. • Identify risks in revenue collection and mitigation strategies.

• Property rates, service charges, and user fees. • Grants and subsidies from national government. • Revenue enhancement strategies. • Debt management and indigent policies. • Cash flow management from revenue.

Day 4: Expenditure Management and Supply Chain Management

Objectives:
• Describe the expenditure cycle in municipalities. • Apply supply chain management (SCM) regulations. • Monitor and control expenditure against budget. • Identify common expenditure irregularities.

• Budget implementation and virements. • SCM policy and procurement processes. • Contract management and oversight. • Expenditure reporting and variance analysis. • Preventing wasteful and irregular expenditure.

Day 5: Asset and Liability Management

Objectives:
• Classify municipal assets and liabilities. • Apply GRAP standards for asset recognition and measurement. • Understand depreciation and impairment. • Evaluate long-term borrowing and investment strategies.

• Property, plant, and equipment (GRAP 17). • Intangible assets and heritage assets. • Asset registers and physical verification. • Borrowing powers and loan management. • Investment policies and cash management.

Day 6: Financial Statement Preparation and Analysis

Objectives:
• Prepare key components of annual financial statements. • Analyse financial statements using ratios and indicators. • Interpret financial health and performance trends. • Identify red flags in financial reporting.

• Statement of financial position, performance, and cash flows. • Notes to the financial statements. • Liquidity, solvency, and efficiency ratios. • Comparative analysis over multiple years. • Common errors and adjustments.

Day 7: Performance Reporting and Audit Processes

Objectives:
• Understand performance reporting requirements. • Link performance indicators to service delivery. • Prepare for internal and external audits. • Respond to audit findings and implement recommendations.

Topics:
• Service delivery and budget implementation plan (SDBIP). • Annual performance reports. • Role of the Auditor-General of South Africa. • Audit committees and internal audit. • Audit action plans and consequence management.

Day 8: Advanced Financial Analysis and Decision Making

Objectives:
• Apply advanced analytical techniques to municipal data. • Evaluate financial sustainability and viability. • Use financial analysis for strategic decisions. • Assess capital project feasibility and funding options.

• Trend analysis and forecasting. • Cost-benefit analysis for capital projects. • Debt capacity and affordability analysis. • Benchmarking against similar municipalities. • Financial modeling for scenario planning.

Day 9: Integration, Reporting, and Continuous Improvement

Objectives:
• Integrate all aspects of financial reporting and analysis. • Prepare comprehensive financial reports for stakeholders. • Develop a framework for continuous financial improvement. • Apply ethical standards and good governance practices.

• Consolidation of financial and performance data. • Reporting to council, community, and oversight bodies. • MFMA section 71 and 72 reports. • Good governance and ethical financial management. • Continuous professional development and training.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
