This course equips municipal managers and officials with the skills to design and implement performance management systems aligned with the South African legislative framework, including the Municipal Systems Act and Performance Management Regulations. Day 1: Foundations of Municipal Performance Management

Objectives:
• Understand the legislative and policy framework for performance management in South African municipalities
• Define key performance management concepts and terminology
• Explain the purpose and benefits of a performance management system for municipalities
• Identify the roles and responsibilities of different municipal stakeholders

Topics:
• Introduction to the Municipal Systems Act (Act 32 of 2000) and related legislation
• Key concepts: performance management, monitoring, evaluation, and reporting
• The rationale for performance management in the local government context
• Overview of the Integrated Development Plan (IDP) and its link to performance
• Roles of Council, Municipal Manager, Section 57 Managers, and other officials
• Introduction to the National Treasury Framework for Managing Programme Performance Information (MFMPI)

Day 2: Strategic Planning and Performance Alignment

Objectives:
• Analyse the components of a municipal Integrated Development Plan (IDP)
• Develop strategic objectives and key performance areas (KPAs) aligned to the IDP
• Apply the SMART criteria to formulate performance indicators
• Establish the link between strategic planning, budgeting, and performance management

Topics:
• Deconstructing the IDP: vision, mission, strategic objectives, and projects
• Translating IDP objectives into departmental and unit performance plans
• Developing Key Performance Areas (KPAs) and Key Performance Indicators (KPIs)
• Principles of effective indicator design: SMART (Specific, Measurable, Achievable, Relevant, Time-bound)
• Aligning the Service Delivery and Budget Implementation Plan (SDBIP) with performance targets
• Introduction to performance planning templates and tools

Day 3: Designing the Performance Management System Framework

Objectives:
• Design the core components and cycle of a municipal performance management system
• Develop performance agreements for Section 57 managers and other employees
• Establish processes for setting individual and team performance targets
• Create a framework for regular performance reviews and feedback

• The performance management cycle: planning, monitoring, review, and improvement
• Drafting performance agreements: content, structure, and legal considerations
• Cascading organisational targets to individual performance plans
• Setting weighted performance measures and targets
• Designing mid-year and annual performance assessment processes

Day 4: Data Collection, Monitoring, and Verification

Objectives:
• Identify relevant data sources for municipal performance measurement
• Apply techniques for collecting, capturing, and storing performance data
• Implement processes to verify the validity and reliability of performance information
• Utilise basic tools for tracking performance against targets

• Types of performance data: quantitative, qualitative, input, output, outcome, impact
• Data sources: administrative records, surveys, community feedback, GIS, etc.
• Designing data collection instruments and templates
• Principles of data quality: accuracy, completeness, timeliness, consistency

Day 5: Performance Reporting and Communication

Objectives:
• Compile performance reports in line with legislative requirements
• Analyse performance data to identify trends, achievements, and variances
• Develop strategies for effective internal and external communication of performance results
• Prepare for Council and committee presentations on performance

• Legislative reporting requirements: quarterly and annual performance reports
• Structuring performance reports: executive summary, analysis, recommendations
• Data analysis techniques: variance analysis, trend analysis, benchmarking
• Visualising data: charts, graphs, and infographics for clear communication
• Communicating with Council, communities, and other stakeholders
• Responding to queries and managing perceptions around performance

Day 6: Performance Review, Assessment, and Evaluation

Objectives:
• Conduct structured performance reviews and assessments
• Apply techniques for giving constructive performance feedback
• Facilitate performance discussions that focus on development and improvement
• Link performance assessments to municipal recognition and reward systems

• The performance assessment interview: preparation, conduct, and documentation
• Giving and receiving constructive feedback: models and techniques
• Addressing underperformance: identification, root cause analysis, and support plans
• Principles of fair and objective assessment
• Linking performance to municipal reward and recognition schemes (where applicable)
• Managing performance records and confidentiality

Day 7: Using Performance Information for Decision-Making and Improvement

Objectives:
• Analyse performance information to support operational and strategic decision-making
• Identify performance gaps and root causes of underperformance
• Develop performance improvement plans (PIPs) for processes, projects, and individuals
• Foster a culture of continuous improvement within the municipality

• Evidence-based decision-making in a municipal context
• Analytical tools: root cause analysis (e.g., 5 Whys, Fishbone diagram)
• Developing and implementing Performance Improvement Plans (PIPs)
• Resource re-allocation and operational adjustments based on performance

Day 8: Integrating Performance Management with Other Municipal Systems

Objectives:
• Articulate the interrelationship between performance management and other key municipal systems
• Align performance management with risk management, internal audit, and compliance
• Integrate performance information into the budgeting and supply chain management processes
• Ensure performance management supports good governance and ethical conduct

Topics:
• Performance management and risk management integration
• The role of internal audit in validating performance information
• Performance-informed budgeting and the Medium-Term Revenue and Expenditure Framework (MTREF)
• Linking performance to supply chain management and procurement
• Performance management as a pillar of good governance and the Code of Conduct for Municipal Staff
• Oversight by Council, Municipal Public Accounts Committees (MPACs), and external bodies

Day 9: Sustainability, Review, and Capstone Application

Objectives:
• Develop a plan to sustain and continuously improve the performance management system
• Evaluate the effectiveness of the performance management system
• Apply course concepts to develop a draft performance plan for a real-world municipal scenario
• Commit to personal and organisational actions for implementing learnings

Topics:
• Conducting a system review and maturity assessment of the performance management system
• Planning for system maintenance, training, and capacity building
• Case study analysis: applying the full performance cycle to a municipal service (e.g., waste management, water provision)
• Developing a personal action plan for implementing performance management practices
• Group presentation of draft performance plans and peer feedback
• Course wrap-up, reflection, and evaluation

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
