This course equips public sector managers and knowledge workers with the skills to design, implement, and maintain effective knowledge management systems. Prerequisites

None — open enrollment. However, participants should have basic computer literacy and familiarity with public sector operations.

Day 1: Introduction to Knowledge Management in the Public Sector

Objectives:
• Understand the concept and importance of knowledge management (KM) in the public sector.
• Identify the key components of a knowledge management system (KMS).
• Recognise the legal and policy framework governing KM in South Africa.
• Differentiate between data, information, and knowledge.

• Definition and scope of knowledge management.
• The role of KM in improving public service delivery.
• Overview of the South African public sector context.
• Key legislation: PAIA, POPIA, and related policies.
• Data, information, and knowledge hierarchy.
• Types of knowledge: explicit vs. tacit.
• Benefits and challenges of KM in government.
• Case study: Successful KM initiatives in SA government.

Day 2: Knowledge Management Frameworks and Models

Objectives:
• Describe major KM frameworks and models.
• Apply a KM framework to a public sector scenario.
• Understand the knowledge lifecycle.
• Identify stakeholders and their roles in KM.

• Overview of KM frameworks: SECI, Wiig, Bukowitz & Williams.
• The knowledge lifecycle: creation, storage, sharing, application.
• Adapting frameworks for the public sector.
• Stakeholder analysis: knowledge workers, managers, citizens.
• Knowledge audits: purpose and methods.
• Developing a KM strategy aligned with organisational goals.
• Group activity: Map a KM framework to a government department.

Day 3: Knowledge Capture and Codification

Objectives:
• Explain methods for capturing tacit and explicit knowledge.
• Use techniques such as interviews, storytelling, and after-action reviews.
• Understand codification and its role in knowledge storage.
• Evaluate tools for knowledge capture.

• Techniques for capturing tacit knowledge: interviews, observation, mentoring.
• Storytelling and communities of practice.

Day 4: Knowledge Sharing and Collaboration

Day 5: Knowledge Storage and Retrieval Technologies

• Understand metadata and taxonomies.
• Use search and retrieval techniques.
• Assess information security and access control.

• Document management systems (DMS).
• Metadata standards and taxonomies.

• Backup and disaster recovery.
• Cloud vs. on-premise solutions.
• Practical: Navigate a DMS and perform searches.

Day 6: Measuring and Evaluating Knowledge Management

Objectives:
• Develop metrics to measure KM effectiveness.
• Conduct a knowledge management maturity assessment.
• Use balanced scorecards and other evaluation tools.
• Understand continuous improvement in KM.

• Key performance indicators (KPIs) for KM.

Day 7: Implementation and Integration of KM Systems

Overview

Practicals provide hands-on experience with knowledge management tools and techniques, enabling learners to apply theoretical concepts to real-world public sector scenarios. These sessions reinforce learning through simulated exercises and collaborative activities.

Practical Activities
  • Practical 1: Knowledge Capture Techniques — Learners conduct mock after-action reviews and interviews to capture tacit knowledge from role-played scenarios. (4h)
  • Practical 2: Using Collaboration Platforms — Learners set up and participate in a community of practice using a collaboration tool (e.g., MS Teams or SharePoint). (5h)
  • Practical 3: Document Management System (DMS) Exercise — Learners upload, categorise, and retrieve documents in a simulated DMS, applying metadata and security settings. (4h)
  • Practical 4: KM Metrics and Dashboard Creation — Learners design a KM dashboard using spreadsheet or BI tools, populating it with sample data and KPIs. (4h)
  • Practical 5: KM Implementation Plan Simulation — Teams develop and present a KM implementation plan for a fictional government department, addressing integration and change management. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
