Course Outline

Day 1: Introduction to Public Sector Service Delivery and the Charter Framework

Objectives:
• Define the concept of service delivery in the South African public sector context
• Explain the purpose and legal basis of a Service Delivery Charter (SDC)
• Identify key stakeholders and their roles in SDC development
• Outline the relationship between SDC and Batho Pele principles
• Describe the policy and legislative framework underpinning SDCs

Day 2: Service Delivery Standards and Performance Indicators

Objectives:
• Identify key elements of service standards in SDCs
• Develop measurable performance indicators for service delivery
• Understand the process of setting realistic service commitments
• Analyse the link between service standards and citizen expectations
• Apply Batho Pele principles to draft service standards

Day 3: Stakeholder Engagement and Consultation Processes

• Document and report on engagement processes

Day 4: Drafting the Service Delivery Charter

• Review and refine draft charter language for clarity and impact

Day 5: Implementation Planning and Change Management

Day 6: Monitoring, Evaluation, and Reporting

• Prepare and present progress reports to stakeholders
• Use evaluation findings to revise and improve the charter
• Understand the role of oversight bodies in enforcement

Day 7: Review, Finalisation, and Future Directions

• Conduct a mock review and approval process
• Identify strategies for sustaining charter relevance over time

• Develop a personal action plan for implementing SDC development in the workplace

Overview

Practical sessions are integral to this course, enabling learners to apply theoretical knowledge to real-world scenarios. Through simulated stakeholder consultations, drafting exercises, and implementation planning, learners develop hands-on skills in developing and implementing a Service Delivery Charter.

Practical Activities
  • Drafting Service Standards — Learners work in groups to draft service standards for a selected public service, applying Batho Pele principles and SMART criteria. (6h)
  • Stakeholder Consultation Simulation — Learners role-play a stakeholder consultation meeting, including preparation, facilitation, and documentation of feedback. (6h)
  • Charter Drafting Workshop — Groups draft a full Service Delivery Charter for a mock department, including preamble, standards, complaints mechanism, and review clauses. (6h)
  • Implementation Plan Development — Learners develop a detailed implementation plan for their drafted charter, covering resources, timelines, and monitoring. (6h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
