Description

This course equips municipal managers, councillors, and planning officials with the competencies to develop and implement strategic plans aligned with South Africa's legislative and developmental frameworks. Participants will learn to integrate IDP, LED, and SDBIP processes to drive sustainable service delivery and community development.

Prerequisites

None — open enrollment. Prior experience in municipal management or local government planning is beneficial but not required.

Course Outline

Day 1: Introduction to Strategic Planning in the South African Municipal Context

Day 2: The Integrated Development Plan (IDP) as a Strategic Planning Tool

Objectives:
• Explain the IDP process and its legal requirements.
• Describe the link between IDP and other municipal plans.
• Analyse the components of a typical IDP document.

Topics:
• Legal basis and purpose of the IDP.
• Steps in the IDP cycle: analysis, strategies, projects, integration, approval.
• Alignment with provincial and national plans.
• IDP and budget linkage.
• Practical examples of IDP documents.

Day 3: Environmental and Situational Analysis

Objectives:
• Conduct a PESTEL analysis for a municipal context.
• Perform a SWOT analysis tailored to local government.
• Identify community needs through participatory methods.

• PESTEL analysis: political, economic, social, technological, environmental, legal factors.
• SWOT analysis: strengths, weaknesses, opportunities, threats.
• Community needs assessment techniques.
• Stakeholder mapping and analysis.

Day 4: Vision, Mission, and Values Development

Objectives:
• Formulate a municipal vision and mission statement.
• Align vision with community aspirations and legislative requirements.
• Define core values that guide municipal conduct.

• Linking vision to IDP outcomes.

Day 5: Setting Strategic Goals and Objectives

• Prioritise objectives based on community needs and available resources.
• Align objectives with national outcomes and SDGs.

• SMART criteria: specific, measurable, achievable, relevant, time-bound.
• Goal-setting frameworks in local government.
• Prioritisation techniques (e.g., cost-benefit analysis).
• Alignment with National Development Plan (NDP) and SDGs.

Day 6: Strategy Formulation and Option Evaluation

• Generate strategic options to achieve municipal objectives.
• Evaluate options using feasibility and impact criteria.

Day 8: Implementation Planning and Project Management

Objectives:
• Develop an implementation plan with timelines and milestones.

• Gantt charts and milestone planning.
• Roles and responsibilities: project champions, task teams.

Day 9: Monitoring, Evaluation, and Performance Management

Objectives:
• Design key performance indicators (KPIs) for municipal strategies.
• Establish a monitoring and evaluation (M&E) system.
• Use performance information for adaptive management.

• Balanced scorecard approach for municipalities.

Day 10: Stakeholder Engagement and Communication Strategies

Day 11: Risk Management and Governance in Strategic Planning

• Identify strategic risks facing municipalities.
• Develop risk mitigation strategies.
• Understand the role of governance structures in strategic oversight.

• Risk registers and mitigation plans.
• Role of council, audit committees, and municipal public accounts committees.
• Ethical considerations and anti-corruption measures.
• Compliance with MFMA and other regulations.

Day 12: Review, Integration, and Action Planning

Objectives:
• Review and integrate all components of the strategic plan.
• Prepare a draft strategic plan document.
• Develop a personal action plan for applying learning in the workplace.

• Consolidation of analysis, vision, goals, strategies, and implementation.
• Peer review and feedback sessions.
• Drafting the strategic plan document.
• Presentation of final plans.
• Personal action planning for implementation back at work.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
