This course equips learners with the competencies to manage the tender procurement process in accordance with South African regulatory frameworks, including the PPPFA and relevant treasury regulations. Participants will gain the skills to plan, coordinate, and evaluate tenders effectively, ensuring compliance, transparency, and value for money in procurement activities.

Course Outline

Day 1: Introduction to Tender Procurement and Regulatory Framework

Objectives:
• Understand the legal and regulatory framework governing public procurement in South Africa
• Identify key stakeholders and their roles in the tender process
• Differentiate between various procurement methods
• Recognise the importance of ethics and transparency in procurement

• Overview of the procurement cycle
• Constitutional and legislative framework (PPPFA, PFMA, MFMA)
• Roles of National Treasury, SCM units, and bid committees
• Types of procurement: competitive bidding, quotations, and limited bidding
• Supply Chain Management (SCM) policy alignment
• Ethical considerations and conflict of interest
• Introduction to tender documentation

Day 2: Planning and Preparation for Tenders

Objectives:
• Develop a procurement plan aligned with organisational needs
• Conduct market research and needs analysis
• Draft clear specifications and terms of reference
• Understand budgeting and cost estimation for tenders

• Strategic procurement planning
• Needs identification and specification development
• Market analysis and supplier identification
• Developing terms of reference (TOR)
• Budgeting and cost estimation techniques
• Risk assessment in procurement planning
• Pre-tender meetings and industry engagement

Day 3: Tender Documentation and Advertising

Objectives:
• Prepare comprehensive tender documents
• Understand the requirements for tender advertisements
• Ensure compliance with preferential procurement regulations
• Manage the tender submission process

• Components of a tender document: conditions, scope, evaluation criteria
• Drafting evaluation criteria and weighting
• Preferential procurement: B-BBEE scorecards and goals
• Tender advertising: publication requirements and timelines
• Tender briefing sessions and site visits
• Handling queries and issuing addenda
• Submission procedures and deadlines

Day 4: Tender Evaluation Process

Objectives:
• Apply evaluation methodologies correctly
• Conduct functionality assessments
• Evaluate price and preference points
• Manage the evaluation committee and scoring process

• Evaluation committee composition and roles
• Functionality assessment: minimum thresholds and scoring
• Price evaluation: comparison and adjustments
• Preference points system: B-BBEE and other criteria
• Scoring and consensus building
• Handling incomplete or non-responsive bids
• Documenting evaluation outcomes

Day 5: Tender Adjudication and Award

Objectives:
• Understand the adjudication process and committee roles
• Apply the procurement decision-making framework
• Manage the award process and notifications
• Handle objections and appeals

• Adjudication committee: responsibilities and decision-making
• Award criteria: best value vs. lowest price
• Approval processes and delegation of authority
• Notification of bidders: award letters and regret letters
• Handling objections and appeals
• Negotiations after award (when permitted)
• Contracting and signing agreements

Day 6: Contract Management and Performance Monitoring

Objectives:
• Implement effective contract management practices
• Monitor supplier performance and compliance
• Manage variations and amendments
• Ensure proper record keeping and reporting

• Performance monitoring and key performance indicators (KPIs)
• Managing contract variations and extensions

Day 7: Integrated Case Study, Review, and Assessment

• Apply all stages of the tender procurement process to a realistic scenario
• Identify and resolve common procurement challenges
• Consolidate learning through review and assessment
• Develop an action plan for workplace implementation

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
