Description

This course equips Ward Committee members and support staff with the skills to effectively facilitate and support development project service delivery within a Ward Committee context. Participants will learn to coordinate project activities, engage stakeholders, and monitor service delivery outcomes to ensure alignment with community needs.

Course Outline

Day 1: Understanding Ward Committees and Service Delivery Context

Objectives:
• Explain the legal and policy framework for ward committees in South Africa
• Describe the roles and responsibilities of ward committee members
• Identify key service delivery challenges in local government
• Understand the relationship between ward committees and municipal structures

Topics:
• Overview of local government and the ward committee system
• Legal frameworks: Constitution, Municipal Structures Act, and relevant bylaws
• Roles and functions of ward committees in service delivery
• Stakeholder mapping: community, councillors, and municipal officials
• Common service delivery issues and citizen expectations

Day 2: Communication and Community Engagement

Objectives:
• Apply effective communication techniques for diverse audiences
• Facilitate community meetings and public participation processes
• Manage conflict and build consensus among stakeholders
• Develop strategies for inclusive engagement

Topics:
• Communication models and barriers in community settings
• Techniques for facilitating meetings and public hearings
• Conflict resolution and negotiation skills
• Engaging marginalised groups and youth
• Reporting back to communities: transparency and accountability

Day 3: Monitoring and Evaluating Service Delivery

Objectives:
• Develop indicators to monitor service delivery performance
• Conduct basic data collection and analysis for ward-level reporting
• Identify gaps between service delivery plans and actual outcomes
• Use monitoring results to advocate for improvements

Topics:
• Introduction to monitoring and evaluation (M&E) concepts
• Designing simple M&E frameworks for ward committees
• Data collection methods: surveys, focus groups, and observation
• Analysing service delivery data and identifying trends
• Reporting findings to the municipality and community

Day 4: Project Planning and Resource Mobilisation

Objectives:
• Formulate project plans for ward-level service delivery initiatives
• Identify and leverage local resources and partnerships
• Prepare basic budgets and funding proposals
• Understand procurement and financial accountability processes

• Project cycle management for community projects
• Resource mapping: local assets, volunteers, and funding sources
• Budgeting basics and financial controls
• Proposal writing for small grants and municipal funding
• Procurement procedures and ethical considerations

Day 5: Integrated Service Delivery Support and Action Planning

Objectives:
• Synthesise learning into a ward committee service delivery support plan
• Develop strategies for sustained community engagement and feedback
• Prepare a presentation to stakeholders on proposed interventions
• Evaluate the role of ward committees in improving service delivery

Topics:
• Case studies of successful ward committee interventions
• Creating a ward-based service delivery improvement plan
• Presentation skills for advocacy and reporting
• Networking and partnerships with civil society and government
• Course review and action planning for implementation

Overview

Hands-on practicals enable learners to apply communication, monitoring, and planning skills in simulated and real-world ward committee scenarios. Learners will practice facilitating meetings, conducting community surveys, and drafting service delivery improvement plans.

Practical Activities
  • Community Meeting Facilitation Simulation — Learners role-play a ward committee meeting, addressing a service delivery issue with facilitation techniques. (4h)
  • Service Delivery Data Collection and Analysis — Learners design a simple survey, collect data from peers, and analyse results to identify service delivery gaps. (4h)
  • Ward Project Planning Exercise — In groups, learners develop a project plan for a ward-level service delivery improvement, including budget and timeline. (4h)
  • Integrated Service Delivery Support Plan Presentation — Each group presents their ward committee support plan, incorporating M&E and engagement strategies, and receives critique. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
