Description

This course equips learners with the skills to systematically analyse policy needs within an organisational context and develop effective organisational policies. Participants will learn to assess existing policies, identify gaps, and design policies that align with legislative requirements and strategic objectives.

Course Outline

Day 1: Foundations of Policy Analysis

Objectives:
• Define policy analysis and its role in organisational governance
• Distinguish between different types of policies (public, organisational, operational)
• Identify the key stages of the policy cycle
• Explain the importance of evidence-based policy making
• Recognise the legal and ethical framework for policy development in South Africa

• Introduction to policy analysis: concepts and definitions
• The policy cycle: agenda-setting, formulation, adoption, implementation, evaluation
• Types of policies: public vs organisational, strategic vs operational
• Evidence-based policy making: data sources and analytical tools
• Legal and ethical considerations: SAQA, NQF, and organisational compliance

Day 2: Problem Identification and Agenda Setting

Objectives:
• Identify and frame policy problems using analytical techniques
• Conduct stakeholder analysis to understand interests and power dynamics
• Apply agenda-setting theories to prioritise issues
• Use problem tree analysis to map causes and effects
• Develop a policy problem statement

• Problem identification techniques: brainstorming, SWOT analysis
• Stakeholder mapping and analysis: influence-interest grid
• Agenda-setting theories: Kingdon's multiple streams, Cobb and Elder
• Problem tree analysis: root causes, core problem, effects
• Crafting a clear policy problem statement

Day 3: Policy Formulation and Option Analysis

Objectives:
• Generate alternative policy options using creative and systematic methods
• Apply criteria for evaluating policy options (effectiveness, efficiency, equity, feasibility)
• Use cost-benefit analysis and multi-criteria decision analysis
• Draft a policy options paper
• Understand the role of consultation and participation in formulation

• Generating policy options: brainstorming, benchmarking, best practices
• Evaluation criteria: effectiveness, efficiency, equity, administrative feasibility, political acceptability
• Cost-benefit analysis basics
• Multi-criteria decision analysis (MCDA) overview

Day 4: Policy Adoption and Implementation Planning

Objectives:
• Describe the decision-making process for policy adoption
• Develop an implementation plan with timelines, resources, and responsibilities
• Identify potential barriers to implementation and mitigation strategies
• Understand the role of change management in policy adoption
• Create a communication plan for policy rollout

• Decision-making models: rational, incremental, mixed scanning
• Adoption processes: approval, ratification, publication
• Implementation planning: logic model, work breakdown structure
• Risk analysis: identifying barriers and mitigation
• Change management principles: Kotter's 8-step model
• Communication planning: audience, messages, channels

Day 5: Policy Monitoring and Evaluation

Objectives:
• Design a monitoring framework with key performance indicators
• Distinguish between formative, process, and summative evaluation
• Apply evaluation designs: experimental, quasi-experimental, non-experimental
• Use data collection methods for policy evaluation
• Interpret evaluation findings and make recommendations

• Monitoring frameworks: indicators, data sources, frequency
• Types of evaluation: formative, process, impact, economic
• Evaluation designs: RCT, difference-in-differences, before-after
• Data collection: surveys, interviews, administrative data
• Interpreting results: causality, attribution, contribution
• Writing evaluation reports and recommendations

Day 6: Organisational Policy Development Process

Objectives:
• Apply the policy cycle to develop an organisational policy from scratch
• Draft policy documents using standard templates and language
• Incorporate stakeholder feedback into policy revisions
• Ensure alignment with organisational strategy and legal requirements
• Prepare a policy for approval and dissemination

• Policy development lifecycle in organisations
• Drafting policy documents: structure, language, tone
• Consultation and revision processes
• Alignment with organisational strategy: vision, mission, goals
• Legal compliance: POPIA, Employment Equity Act, etc.
• Approval procedures and documentation

Day 7: Integration, Case Studies, and Final Assessment

Objectives:
• Integrate all stages of policy analysis and development in a comprehensive case study
• Critique existing organisational policies using analytical frameworks
• Present a policy analysis and development project
• Demonstrate competence in policy writing and evaluation
• Prepare for unit standard assessment

• Presentation of policy projects
• Mock assessment: written and oral components
• Recap of key concepts and Q&A
• Final assessment and feedback

Practicals

21 hours of practicals To be conducted online or on-campus or in-house
Overview

Practicals provide learners with hands-on experience in applying policy analysis tools and developing organisational policies. Learners work through real-world scenarios to draft policy documents, conduct stakeholder analysis, and design monitoring frameworks.

Practical Activities
  • Practical 1: Problem Tree and Stakeholder Analysis — Learners select a real organisational issue, conduct a problem tree analysis, and map stakeholders using an influence-interest grid. (5h)
  • Practical 2: Policy Options Paper — Learners generate at least three policy options for the identified problem, evaluate them using criteria, and write a policy options paper. (6h)
  • Practical 3: Implementation and Monitoring Plan — Learners develop an implementation plan with timelines, responsibilities, and a monitoring framework with KPIs for the chosen policy option. (5h)
  • Practical 4: Draft Organisational Policy — Learners draft a complete organisational policy document using a standard template, incorporating stakeholder feedback and legal requirements. (5h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
