Description

This course equips learners with the knowledge and skills to manage records and archives effectively in a digital and paper-based environment. Participants will understand the legal and regulatory frameworks governing records management in South Africa and be able to implement best practices for the creation, storage, retrieval, and disposal of records.

Course Outline

Day 1: Introduction to Archives and Record Management

Objectives:
• Understand the fundamental concepts and principles of archives and records management.
• Identify the legal and regulatory framework governing records in South Africa.
• Differentiate between records, archives, and other information assets.
• Recognise the importance of records management in organisational governance.

Topics:
• Definition and scope of archives and records management
• The records lifecycle: creation, maintenance, use, and disposal
• Key legislation: National Archives and Records Service of South Africa Act, Promotion of Access to Information Act (PAIA), Protection of Personal Information Act (POPIA)
• Ethical considerations and professional standards
• Roles and responsibilities of records managers and archivists

Day 2: Records Creation, Classification, and Appraisal

Objectives:
• Apply file classification systems and metadata standards.
• Evaluate records for appraisal and determine retention periods.
• Develop a records retention schedule.
• Implement systematic records creation and capture processes.

Topics:
• Records creation: principles of authenticity, reliability, and integrity
• Classification schemes: functional, subject-based, and alphanumeric systems
• Metadata standards: Dublin Core, ISAD(G), and South African-specific standards
• Appraisal techniques: administrative, legal, fiscal, and historical value
• Developing and implementing retention schedules
• Disposal: destruction, transfer, and permanent preservation

Day 3: Storage, Preservation, and Security of Records

Objectives:
• Describe appropriate storage environments for physical and digital records.
• Apply preservation techniques to extend the life of records.
• Implement security measures to protect records from unauthorised access, loss, or damage.
• Develop disaster preparedness and recovery plans for records.

Topics:
• Storage solutions: shelving, cabinets, environmental controls
• Preservation of paper records: handling, repair, and digitisation
• Digital preservation: file formats, migration, emulation, and checksums
• Security measures: access controls, audit trails, and encryption
• Disaster planning: risk assessment, prevention, response, and recovery
• Insurance and business continuity considerations

Day 4: Access, Retrieval, and Dissemination of Records

Objectives:
• Design effective retrieval systems for quick access to records.
• Apply access policies balancing transparency and confidentiality.
• Use technology to enhance searchability and dissemination.
• Manage requests for records under PAIA and POPIA.

Topics:
• Retrieval systems: indexes, finding aids, databases, and search tools
• Access policies: classification levels, user permissions, and exemptions
• Managing access requests: procedures, timelines, and appeals
• Dissemination channels: physical loans, digital copies, and online portals
• Data privacy: anonymisation, redaction, and consent
• Training users on proper records access and handling

Day 5: Digital Records Management and Electronic Document and Records Management Systems (EDRMS)

Objectives:
• Implement electronic document and records management systems (EDRMS).
• Manage digital records throughout their lifecycle.
• Address challenges of email, social media, and cloud-based records.
• Develop a digital records management strategy aligned with organisational goals.

Topics:
• Overview of EDRMS: features, benefits, and selection criteria
• Migration of physical records to digital formats
• Managing born-digital records: emails, databases, and multimedia
• Cloud storage: risks, compliance, and service level agreements
• Social media and collaborative platforms: capture and retention
• Digital continuity: ensuring long-term access and usability
• Case studies and best practices in digital records management

Practicals

16 hours of practicals To be conducted online or on-campus or in-house
Overview

Hands-on practicals allow learners to apply theoretical knowledge to real-world records management tasks. Learners will classify records, create retention schedules, use an EDRMS, and practice preservation techniques under supervision.

Practical Activities
  • Practical 1: Records Classification and Metadata Creation — Learners classify sample physical and digital records using a functional classification scheme and assign metadata elements according to ISAD(G) and Dublin Core standards. (4h)
  • Practical 2: Developing a Retention Schedule — Using case study scenarios, learners appraise records and develop a retention schedule that includes retention periods and disposal actions. (3h)
  • Practical 3: Preservation Techniques and Disaster Recovery Planning — Learners perform basic preservation tasks on damaged paper records (cleaning, mending) and create a disaster recovery plan for a simulated records storage area. (4h)
  • Practical 4: Using an EDRMS to Manage Digital Records — Learners use a simulated EDRMS to capture, classify, retrieve, and dispose of digital records, including emails and scanned documents. (5h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

All marks are recorded on the AATICD LMS and visible to each learner under their account.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).

  • If you scored under 50% you can sit the final test again at the next scheduled session at no extra cost.
