Description

This course equips learners with the knowledge and skills to monitor and control fuel quality in storage and dispensing systems. It covers sampling, testing, and corrective actions to ensure compliance with industry standards and prevent contamination.

Learning Outcomes

Course Outline

Day 1: Introduction to Fuel Quality and Regulatory Framework

Objectives:
• Understand the importance of fuel quality in engine performance and environmental compliance
• Identify key South African fuel quality standards and regulations (SANS, SAQA)
• Explain the roles of different stakeholders in the fuel supply chain
• Define common fuel quality parameters and their significance

Topics:
• Overview of fuel types: petrol, diesel, biofuels, and additives
• South African fuel quality legislation and standards (SANS 342, SANS 1518)
• Quality control in the fuel supply chain: refinery to retail
• Key fuel properties: octane number, cetane number, volatility, sulfur content
• Introduction to sampling and testing procedures
• Quality management systems (ISO 9001, ISO 17025)

Day 2: Fuel Sampling and Laboratory Testing Methods

Objectives:
• Describe correct fuel sampling techniques to avoid contamination
• Explain standard laboratory test methods for fuel quality
• Interpret test results against specification limits
• Identify common fuel contaminants and their sources

Topics:
• Sampling equipment and procedures (ASTM D4057, D4177)
• Safety precautions during sampling and handling
• Laboratory tests: density, distillation, flash point, viscosity
• Sulfur content analysis (ASTM D5453)
• Water and sediment determination
• Oxidation stability and corrosion tests
• Recording and reporting test results

Day 3: Fuel Additives and Blending Quality Control

Objectives:
• Understand the role of fuel additives in enhancing performance
• Explain blending processes and quality control measures
• Identify issues arising from improper blending or additive dosing
• Apply statistical process control to blending operations

Topics:
• Types of fuel additives: detergents, antioxidants, lubricity improvers
• Additive dosing systems and verification
• Blending methods: in-line, batch, and splash blending
• Quality control tests for blended fuels
• Troubleshooting blending problems
• Introduction to statistical process control (SPC) charts

Day 4: Fuel Storage, Handling, and Distribution Quality Assurance

Objectives:
• Identify quality risks during fuel storage and transportation
• Implement best practices for fuel handling to maintain quality
• Conduct inspections of storage tanks and dispensing equipment
• Develop contamination prevention strategies

Topics:
• Storage tank design and maintenance
• Fuel degradation: oxidation, microbial growth, water ingress
• Tank cleaning and inspection procedures
• Pipeline and road tanker quality assurance
• Dispensing system checks and filter maintenance
• Traceability and documentation
• Incident response for fuel quality issues

Day 5: Advanced Quality Control, Auditing, and Practical Integration

Objectives:
• Apply root cause analysis to fuel quality failures
• Conduct internal audits of fuel quality management systems
• Integrate quality control across the supply chain
• Develop a fuel quality improvement plan

• Root cause analysis techniques (5 Whys, fishbone diagram)
• Internal auditing principles (ISO 19011)
• Corrective and preventive actions (CAPA)
• Case studies of fuel quality incidents
• Fuel quality management system documentation
• Continuous improvement strategies
• Review and assessment

Practicals

16 hours of practicals To be conducted online or on-campus or in-house
Overview

Hands-on practical sessions are essential for developing competence in fuel sampling, laboratory testing, and equipment inspection. Learners will practice correct sampling techniques, perform key laboratory tests, and conduct storage tank inspections under supervision.

Practical Activities
  • Fuel Sampling Practical — Learners practice taking representative fuel samples from storage tanks and dispensing units using appropriate equipment and safety procedures. (4h)
  • Laboratory Testing Practical — Learners perform key fuel quality tests including density, distillation, flash point, and sulfur content analysis using standard laboratory equipment. (6h)
  • Storage Tank Inspection and Handling Practical — Learners inspect storage tanks for integrity, water and sediment presence, and microbial contamination, and practice safe fuel handling procedures. (4h)
  • Quality Control Audit Simulation — Learners conduct a simulated internal audit of a fuel quality management system, identifying non-conformances and recommending corrective actions. (2h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
